Call to order and Salute to the Flag
Attendance – Jennifer Breton-President, George Chambers-Vice President (Absent), Joshua Young-Commissioner, John Contento-Commissioner (Absent), Lorraine Tindaro-Commissioner, Kristin Camp-Solicitor, Kristen Denne-Township Manager/Secretary, and Denise Miller Assistant Township Secretary.
Citizens to be Heard
Don Sweeney residing at 1307 East Fisherville Road gave a statement on behalf of himself and his neighbors requesting the replacement of Fisherville Bridge. After Board discussion, the Board answered all of Mr. Sweeney’s concerns and questions noting that the bridge is 19 feet and would have to be 20 feet to be eligible for Federal Bridge Projects, the bridge is solely in Caln Township, and they will put the bridge on the Strategic Plan list for items to be discussed. Commissioner Young noted he will contact East Brandywine Manager, Scott Piersol to reschedule the meeting that was previously cancelled.
Township Solicitor – Ms. Camp
Christian Faith Church – Representatives were not in attendance, therefore this item was tabled until the June 28, 2018 meeting.
Bondsville Road Apartments – For Board consideration, Ms. Camp offered a proposed motion for final approval for Bondsville Road Realty Ventures, LLC. Commissioner Breton entertained a motion to adopt the Final Land Development Application of Bondsville Road Realty Ventures, LLC. Moved by Commissioner Young and seconded by Commissioner Breton. Vote passed 3-0.
Hillview Development Update – Representatives were not in attendance therefore this item was tabled until the June 28, 2018 meeting.
Township Manager – Ms. Denne
Civil Service Conditional Offer – Steve Dintino of the Civil Service Commission requested for the Board to authorize a conditional offer of employment to Drew Sheller contingent upon a back ground test, etc. Ryan Kenna who was granted a conditional offer of employment on April 26, 2018 has withdrawn from the selection process, to accept a position elsewhere. Mr. Dintino also noted there are two vacancies left. Commissioner Breton entertained a motion to extend a conditional offer of employment to Drew Sheller. Moved by Commissioner Young and seconded by Commissioner Tindaro. Vote passed 3-0.
Creation of a Capital Plan Task Force – Ms. Denne gave a brief update on the Task Force Members, and noted it needs a representative from the Planning Commission so she will send them an email requesting one. Commissioner Breton appointed Commissioner Tindaro to the Capital Plan Task Force. Mr. Kulakowsky noted this Task Force is for Infrastructure: Roads, Stormwater, Trails, and Identifying Bridges to do a full study.
SPCA Spending – Ms. Denne noted the spending fluctuates monthly. After Board discussion, they would like to review other plans for next year.

Cedarville Engineering Proposal for the Bid, Stakeout & Construction Administration for Fisherville Road Bridge Replacement – Mr. Kulakowsky offered a proposal for the Bid, Stakeout, and Construction Administration for the Fisherville Road Bridge replacement. Commissioner Breton entertained a motion to accept the Cedarville Engineering bid, in the amount of $38,175 for the Fisherville Road Bridge Program. Moved by Commissioner Young and seconded by Commissioner Tindaro. Vote passed 3-0.
2018 Road Program Bid Results – Mr. Kulakowsky recommended to the Board to accept the lowest bid from DiRocco Brothers, in the amount of $441,227.40. Commissioner Breton entertained a motion to accept the bid from DiRocco Brothers in the amount of $441,227.40. Moved by Commissioner Young and seconded by Commissioner Tindaro. Vote passed 3-0.
Ordinances and Resolutions for Consideration
Resolution 2018-24 Application for Traffic Signal Approval regarding NTB – As requested by the Board at the May 31, 2018 meeting, Civil Engineer Jim Bannon with Nave Newell was in attendance and explained to the Board that this is an overhead flashing pedestrian sign that crosses Lincoln Highway at the driveway of Thorndale Shopping Center. He noted PennDot did not want any changes to the device however they had to update the plan to show their new driveway since they are getting rid of the two existing driveways and replacing them with
one, which is the only change to the plan. He also noted PennDot also wants them to add a sign that reads “Wait for vehicles to yield before crossing” but no changes to the actual sign that is already there. Commissioner Breton entertained a motion to approve Resolution 2018-24 for a Traffic Signal Approval regarding NTB. Moved by Commissioner Young and seconded by Commissioner Tindaro. Vote passed 3-0.
Resolution 2018-25 Disposal of Township Employment Applications, resumes & other pre-employment records for persons not hired – Commissioner Breton entertained a motion to adopt Resolution 2018-25 Disposal of Township Employment Applications, resumes & other pre-employment records for persons not hired. Moved by Commissioner Young and seconded by Commissioner Tindaro. Vote passed 3-0.
Resolution 2018-26 Disposal of 2015 Right to Know Requests – Commissioner Breton entertained a motion to adopt Resolution 2018-26 Disposal of 2015 Right to Know requests. Moved by Commissioner Young and seconded by Commissioner Tindaro. Vote passed 3-0.
Resolution 2018-27 Disposal of Miscellaneous Administrative Documents – Commissioner Breton entertained a motion to adopt Resolution 2018-17 Disposal of Miscellaneous Administrative Documents. Moved by Commissioner Young and seconded by Commissioner Tindaro. Vote passed 3-0.

Park and Recreation – Commissioner Young noted he did not attend the meeting however, discussed was the first movie night on Friday June 15, and Chico’s Vibe Band and fireworks on July 20 at 6:30 PM.

Fire Board – Commissioner Young noted discussion was held on a couple of standard operating guidelines for the employees, mostly for the per diem drivers.

Lincoln Highway/150th – Ms. Denne noted Abbey Swan is doing well with the planning. She also noted they are established with the historic house tour, 5K, and Abbey is working on a pub tour.
