Attendance – Jennifer Breton-President, George Chambers-Commissioner, Joshua Young-Commissioner, Lorraine Tindaro-Commissioner, Chuck Kramer-Commissioner (Absent), Kristen Denne-Township Manager/Secretary, Kristin Camp-Township Solicitor, and Denise Miller-Assistant Township Secretary.
 
Commissioner Breton noted that prior to tonight’s board meeting there was a brief Executive Session, and an interview for a position on a township commission.
 
Citizens to be Heard
Commissioner Breton called for Citizens to be Heard on agenda items only. There were none.
 
Township Solicitor-Ms. Camp
Motion to advertise and Schedule a Public Hearing for a Zoning Ordinance Amendment for Self-Storage Facilities-2131 Lincoln Highway – For Board consideration, Ms. Camp offered a Zoning Ordinance Amendment for Self-Storage Facilities located at 2131 Lincoln Highway for advertisement, and scheduling of a public hearing. She noted the Chester County and Township Planning Commission both recommended approval of this ordinance amendment.
 
Commissioner Breton entertained a motion to advertise, and schedule a public hearing for a Zoning Ordinance Amendment for the Self-Storage Facility located at 2131 Lincoln Highway at 7:00 PM, on October 10, 2019. Moved by Commissioner Chambers and seconded by Commissioner Tindaro. Commissioner Young noted that he is still opposed to plans as they stand. Vote passed 3-1
 
Motion to Advertise and Schedule a Public Hearing for an Amendment to the Zoning Ordinance to Address Wireless Communication Facilities – For Board consideration, Ms. Camp offered a Zoning Ordinance to address Wireless Communication Facilities for advertisement, and scheduling of a public hearing. She noted the Chester County and Township Planning Commission have reviewed the amendment.
 
Commissioner Breton entertained a motion to advertise, and schedule a public hearing for an Amendment to the Zoning Ordinance to address Wireless Communication, at 7:00 PM on October 10, 2019. Moved by Commissioner Young and seconded by Commissioner Chambers. Vote passed 4-0.
 
Motion to Advertise and Schedule a Conditional Use Hearing for Del Toyota, for October 10, 2019 –       Ms. Camp noted that Del Toyota, located at 2825 Lincoln Highway, would like to modify their current Conditional Use in order to use their purchased property next door, for the storage of inventory.                Ms. Camp also noted that the township was given an extension until October 10, 2019. Commissioner Young commented on parking along the street.
 
Commissioner Breton entertained a motion to advertise and schedule a public hearing for Del Toyota, at 6:30 PM on October 10, 2019. Moved by Commissioner Tindaro and seconded Chambers. Vote passed 4-0.
 
 
Motion to Advertisement and Schedule a Public Hearing for an Amendment to the Stormwater Ordinance to exempt High Tunnels – For Board consideration, Ms. Camp offered a Stormwater Ordinance Amendment to exempt “High Tunnels”, for advertisement and scheduling of a public hearing. She noted that “High Tunnels” are a means of shelter and to extend the growing season. She also noted that “High Tunnels” made of certain materials will be exempt from Stormwater Management.  
 
Commissioner Breton entertained a motion to advertise, and schedule a public hearing for an Amendment to the Stormwater Ordinance to exempt “High Tunnels”, at 7:30 PM on September 26, 2019. Moved by Commissioner Chambers and seconded by Commissioner Young. Vote passed 4-0.
 
Township Engineer – Mr. Kulakowsky
Planning Commission Update – Mr. Kulakowsky reviewed the September 17, 2019 agenda items to be discussed.
 
Hills at Thorndale Woods Preliminary or Final Subdivision & Land Development Approval Extension – For Board consideration, Mr. Kulakowsky offered an extension for the Hills at Thorndale Woods Preliminary or Final Subdivision & Land Development Approval, until December 26, 2019.
 
Commissioner Breton entertained a motion to grant the extension request for the Hills at Thorndale Woods until December 26, 2019. Moved by Commissioner Chambers and seconded by Commissioner Tindaro. Vote passed 4-0.
 
2019 Road Program Change Order #2 in the amount of $6,750 – Mr. Kulakowsky noted change order #2 for the 2019 Road Program to replace three Type C Inlet Tops, in the amount of $6,750.
 
Commissioner Breton entertained a motion to accept the 2019 Road Program change order #2 in the amount of $6,750. Moved by Commissioner Young and seconded by Commissioner Tindaro. Vote passed 4-0.
 
Township Manager – Ms. Denne
Fisherville Road Bridge Payment Recommendation #3, in the Amount of $102,749.05 – For Board consideration, Ms. Denne offered Fisherville Road Bridge payment recommendation #3, in the amount of $102,749.05. She also noted an “invite” was sent to the Board for the bridge opening at 10 AM on Tuesday September 17, 2019.
 
Commissioner Breton entertained a motion to approve the Fisherville Road Bridge Payment Recommendation #3, in the amount of $102,749.05. Moved by Commissioner Young and seconded by Commissioner Tindaro. Vote passed 4-0.
 
Financial Services-Barsz Gowie Amon & Fultz, LLC – For Board consideration, Ms. Denne offered a work order proposal from Barsz Gowie Amon & Fultz, LLC, to assist in the audit process. She noted that they have worked in tax collection and treasurer services in many municipalities.
 
Commissioner Breton entertained a motion to authorize the Township Manager to enter into a work order with Barsz Gowie Amon & Fultz, LLC for financial consulting. Moved by Commissioner Chambers and seconded by Commissioner Tindaro. Vote passed 4-0.

Finance Department
General Checks 43824 – 43893 – Commissioner Breton entertained a motion to approve general checks 43824 – 43893, and recognized voided checks 43818 – 43823. Moved by Commissioner Young and seconded by Commissioner Chambers. Vote passed 4-0.
 
Minutes for Approval 
August 29, 2019 Minutes – Commissioner Breton entertained a motion to approve the August 29, 2019 Board of Commissioners minutes. Moved by Commissioner Young and seconded by Commissioner Chambers. Vote passed 4-0.
 
Boards and Commissions Updates-Summary by Applicable Board Liaison
Park and Recreation – Commissioner Young thanked the Board, Parks and Recreation Members, Abbey Swan, and those who help out for Community Day.
COG – Commissioner Breton noted the COG meeting next week where Commission Kramer will attend on behalf of the Township.
Municipal Authority – Commissioner Chambers noted continued work in identifying inflow in the sewer system, and continued work on the pump station.
DARA – Commissioner Young had no report.
Fire Board – Commissioner Young noted discussion on the budget, lack of volunteer Fire Fighters, and trouble getting per diem drivers. He noted the Fire Board recommended hiring a full time Fire Fighter, which will be included in their budget proposal.
Historical Commission – Commissioner Tindaro noted the Historical Commission meeting is the third Wednesday of the month, at 7:30 PM.
Lincoln Highway – Commissioner Young noted that he and Commissioner Kramer attended the School Board Meeting and requested to be on the 6:30 PM October School Board agenda, to discuss reinstating LERTA.
 
Additional Business                         
Commissioner Young noted that he will not be in attendance of the September 26 Board Meeting because he is a trustee of Slippery Rock University, and will be attending their meeting.
 
Public Comments
Commissioner Breton called for public comments. There were none.
 
Adjournment – Commissioner Chambers entertained a motion to adjourn the September 29, 2019 meeting, at 7:55 PM. Moved by Commissioner Young and seconded by Commissioner Chambers. Vote passed 4-0.
