Call to order and pledge of allegiance.
 
Commissioner Breton noted that prior to tonight’s meeting there was an Executive Session, to discuss legal and personnel matters.
 
Attendance – Jennifer Breton-President, George Chambers-Vice President, John Contento-Commissioner, Joshua Young-Commissioner, Lorraine Tindaro-Commissioner, Kristen Denne-Township Manager/Secretary, Kristin Camp-Township Solicitor, Bryan Kulakowsky-Township Engineer, Chuck Wilson-Township Treasurer, and Denise Miller-Assistant Township Secretary.  
 
Citizens to Be Heard
Bob Maio 1234 South Red Maple Way – Mr. Maio introduced himself as a member of the Board of Directors of the Woods at Rock Raymond Homeowners Association (WRRHOA). Mr. Maio requested that the January 2018 minutes be corrected as to the WRRHOA was not present during the site survey, conducted by the Engineering Firm and the Developer. Commissioner Brenton noted that the correction will be posted. Mr. Maio also requested that two representatives attend all meetings regarding their development open construction items, transition items, and be included in all correspondence related to their development. After Board discussion and explanation from Ms. Camp, Commissioner Breton noted that the WRRHOA will be included in communications and meetings as appropriate, and the Township Solicitor will work with their Solicitor.
 
Stuart Deets 2717 Shelburne Road – Mr. Deets noted he is speaking on behalf of Mr. Callahan and the community, of their desire to not have the proposed warehouse on Edge’s Mill Road. He also noted that if it is approved, they will seek legal remedy to stop it.
 
Township Solicitor-Kristin Camp
4060 Edges Mill Road – Ms. Camp noted she received an extension request from Mr. Antonini’s Counsel, and she needed additional time to work through the Conditional Use Order therefore the decision will be issued at the April 12, 2018 meeting. Ms. Camp also noted that flex use is allowed by Conditional Use in this district unless there is substantial credible evidence in the record to demonstrate that this particular flex use will cause a more detrimental impact to the surrounding property owners, the Board of Commissioners do not have the ability to deny the application.
 
2018 Edition of the International Property Maintenance Code – Upon Mr. Stackhouse’s request, Ms. Camp presented a red line draft of the ordinance for advertisement to adopt at the April 12 meeting. After Board discussion.
 
Commissioner Contento made a motion, seconded by Commissioner Chambers, to advertise the International Property Maintenance Code, with all changes. Vote passed 5-0.
 
Chester County Sports Arena – Ms. Camp noted a Conditional Use Hearing on May 8, 2018 with a decision on the afterschool program at the April 12 meeting.
 
Conditional Use Application – Ms. Camp noted a Conditional Use Application from 50 James Buchanan Partners, LLC has been received for offices and accessory medical clinic for use by Human Services Incorporated, for the property located at 50 James Buchanan Drive. She also noted that after a full application has been received, the Board has sixty days to schedule a hearing. Ms. Camp proposed the Board schedule the hearing for 6:30 PM on May 10. The Board was in agreement.
 
Township Manager-Kristen Denne
Police Vehicle Purchase – Ms. Denne noted she forwarded a quote for a three year lease/purchase on a new police department Escape, in the amount of $25,478. After Board discussion, Commissioner Breton entertained a motion for a three year lease for the police vehicle in the amount of $25,475.
 
Moved by Commissioner Contento and seconded by Commissioner Tindaro. Commissioner Contento asked what the police will do with their old vehicle. Mr. Wilson noted that it will be put on MuniciBid. Vote passed 5-0.
 
Easter Egg Hunt – Ms. Denne noted the Easter egg hunt on Sunday, March 25 at 1:00 PM. She also noted that it may be in the parking lot if the snow has not melted.
 
Township Engineer-Mr. Kulakowsky
Planning Commission Update – Mr. Kulakowski noted the March meeting was cancelled due to lack of agenda, and the weather.
 
Fisherville Road Bridge – Mr. Kulakowski noted he received the general permit for the Fisherville Road Bridge replacement. He also noted that he is currently moving forward to develop the next steps of the project, and will present it to the township in the next two weeks. Commissioner Contento and Commissioner Young made a comment as to what other bridges in the township need repaired or inspected, and they should have an asset list. After further discussion, Ms. Denne suggested that she could have Cedarville do a work order so they would have an idea what the cost would be to complete a study to that effect, so that we can get that authorized.  
 
Ordinances and Resolutions for Consideration
Resolution 2018-11 Caln Township Fee Schedule – For Board consideration, Ms. Denne presented Resolution 2018-11 for the Caln Township Fee Schedule. After Board discussion, Commissioner Breton entertained a motion to adopt Resolution 2018-11 for the Caln Township Fee Schedule.
 
Moved by Commissioner Chambers and seconded by Commissioner Contento. Vote passed 5-0.
 
Directors Reports
Police Department-Chief Elias – Chief Elias noted the Board is in receipt of his monthly report. He gave a brief update on the replacement candidates, and noted a basketball game with Law Enforcement and the Coatesville Juvenile Offender Alliance, on Saturday, March 31 from 4 PM to 7 PM at the Senior High School.
 
Thorndale Fire Department-Chief Cordisco – Chief Cordisco was not in attendance.
 
Director of Buildings and Life Safety-Ray Stackhouse – Mr. Stackhouse noted the Board is in receipt of his monthly report. He also noted that he has a good candidate for the replacement of Cheryl Lafferty, and gave a brief update on Colonial Hyundai’s exterior lighting, which exceeds the Zoning Ordinance.  
 
Director of Public Works-Mr. Fragale – Mr. Fragale was not in attendance. Ms. Denne noted the township roads were well done during the storms, and two new employees started this week.
 
Ingleside Golf Manager-Mr. Ward – Mr. Ward noted the Board is in receipt of his monthly report. He also noted that they are working on filling a couple open positions.
 
Finance Department Report-Mr. Wilson
Mr. Wilson noted the Board is in receipt of his monthly report. He also noted that moving forward, anything paid electronically will get an assigned manual check number, and show up on the check register. They also went back to 2008 and assigned all electronic payments a manual check number. Ms. Denne noted                  Mr. Wilson signed the township up for the Pennsylvania Local Government Investment Trust where everything that is paid through HCS will receive cash back, at the end of the year.
 
Bill List for Approval – General Manual checks 1-5, General checks 41305-41378, and bond check 1183
Commissioner Breton entertained a motion to approve general manual checks 1-5, general checks 41305-41378, and bond check 1183. Commissioner Young abstained from check 41345, Commissioner Contento abstained from check 41344, and Commissioner Chambers abstained from check 41332. Moved by Commissioner Contento and seconded by Commissioner Tindaro. Vote passed 5-0.
 
Approval of Minutes
February 22, 2018 Minutes – Commissioner Breton entertained a motion to approve the February 22, 2018 minutes. Moved by Commissioner Chambers and seconded by Commissioner Contento. Commissioner Young abstained because he left the meeting early. Vote passed 4-0.
 
Additional Business
Commissioner Breton noted the Historical agenda and minutes are not being posted on the township website. Commissioner Tindaro noted that she will provide as many of those to Denise Miller, for posting.
 
Public Comments
Discussion was held on the “We buy Houses” orange signs in the township and in Penn Dot’s right-of-way.
Ms. Denne noted that she will speak with PennDot on a resolution.
 
Adjournment 
Commissioner Breton entertained a motion to adjourn the March 22, 2018 meeting at 8:25 PM. Moved by Commissioner Contento and seconded by Commissioner Chambers. Vote passed 5-0.
