Call to order and Salute to the Flag
A Boy Scout was in attendance to lead the meeting in the Salute to the Flag, as part of a badge requirement.
Attendance – Jennifer Breton-President, George Chambers-Vice President, Joshua Young-Commissioner, John Contento-Commissioner, Lorraine Tindaro-Commissioner, Kristin Camp-Solicitor, Kristen Denne-Township Manager/ Secretary, and Denise Miller Assistant Township Secretary.
Citizens to be Heard
Resident Mr. DiSario noted that he had a member of Caln Athletic Association approach him regarding the installation of a pole barn at the municipal park. Ms. Denne noted that she recently spoke with Caln Athletic Association and they are bringing their building plans for review. Mr. DiSario also noted that he heard that the current developer of the 150 Parkside proposal wants to annex this property to the Borough of Downingtown. The Board nor Ms. Denne has heard of any such proposal.
Township Solicitor – Mrs. Camp
Ordinance 2018-03 Amending Chapter 134 Titled “Streets and Sidewalks” to Amend Section 134-16 Titled, “Application for Permit” – Ms. Camp noted advertisement of an ordinance adoption to amend 134 of the Caln Township Code titled “Streets and Sidewalks”. Mrs. Camp further noted Section 134-16 has been changed where an applicant seeking a permit to excavate a street would have to establish an escrow payment to be held to such time as the Public Works Department determines that it’s restored to the condition it needs to be, as well as retain the current permit required.
Also upon Staff recommendation, it has been changed to where the Director of Public Works will do the reviews instead of the Engineer.
Commissioner Breton entertained a motion to adopt Ordinance 2018-03. Moved by Commissioner Young and seconded by Commissioner Chambers. Vote passed 5-0.
Ms. Camp noted that at the request of the applicant, the hearing was rescheduled to May 8, 2018. Mrs. Camp noted that she arrived tonight at 6:30 PM and met with the Court Reporter and continued the hearing. Ms. Camp also noted that a resident of the Borough of Downingtown was present to voice her concerns regarding noise that would come from the structure, and was told that she will be reminded of the new hearing date.
Mrs. Camp noted that the 4060 Edges Mill, hearing is scheduled for February 22, 2018 at 6:30 PM.
Mrs. Camp updated the Board on the 125-127 Foundry Street application. Mrs. Camp noted that it was originally built as two dwellings and at some point and time it was converted to one dwelling. Their zoning application is to convert the property back into two dwellings again. They will have to demonstrate, to the Zoning Hearing Board, that they never intended to abandon its original use.
Township Manager – Ms. Denne
15 Fox Avenue – Ms. Denne noted that she met with the owners of 15 Fox Avenue and requested a property maintenance plan to clean up the property. The owners want to build approximately 14 townhomes on this one acre property. She noted that she has not received a plan therefore; Mr. Stackhouse has filed with the court and they will be in the Magistrate Court, in March.
Ms. Denne noted that Ms. Camp researched using the township Hauler for cleanup in which payment would have to be paid the General Fund.
March 29, 2018 Board Meeting – Ms. Denne noted that March 29th is “Holy Thursday”. After Board discussion on whether to move or cancel the meeting, the discussion was moved to the February 22nd agenda.
Street Cleaning – After Board discussion, Board consensus was to have street cleaning twice a month for a trial three month period. Payment will be made from the Contingency Fund.
Caln Athletics – Ms. Denne noted that Caln Athletics is working to remove 3 old sheds in order to install one pole barn. They have also stated that they will replace any tree that is damaged, during the process.
PA One Call Proclamation – For Board consideration, Ms. Denne presented a PA One Call Proclamation to promote the use of call before digging program.
Commissioner Breton entertained a motion to authorize the President to sign the PA One Call Proclamation. Moved by Commissioner Young and seconded by Commissioner Contento. Vote passed 5-0.
2018 Lawn and Property Maintenance Bid – For Board consideration, Ms. Denne presented the 2018 Lawn and Property Maintenance contract with the addition of snow removal on the G.O. Carlson walkways as an alternate. Commissioner Young asked if the Golf Course basins should be deleted from the contract. Ms. Denne noted that they could stay in the contract, as an option.
Commissioner Breton entertained a motion to advertise the 2018 Lawn and Property Maintenance Bid. Moved by Commissioner Young and seconded by Commissioner Contento. Vote passed 5-0.
Commissioner Young noted that the shopping carts are accumulating at certain areas in the Township. Ms. Denne acknowledge and noted that she will contact the businesses.
Township Engineer – Mr. Kulakowsky
Mr. Kulakowsky was not present.

Checks #41126 to 41174 – Commissioner Breton entertained a motion to approve checks #41126 to #41174. Moved by Commissioner Chambers and seconded by Commissioner Contento. Vote passed 5-0.

Boards and Commissions Updates – Summary by applicable Board Liaison
Park and Recreation – Commissioner Young reported they started planning for the Easter Egg Hunt, Summer Series, and revising their Bylaws.
COG – Commissioner Young reported they reorganized, and Commissioner Breton will be the new representative.
Municipal Authority – Commissioner Contento reported there has been no new discussions.
DARA – Commissioner Young reported they reorganized and they are working on replacing all the heaters in a couple of buildings.
Fire Board – Commissioner Young reported they reorganized with John Carbo as the new President of the Fire Company. They are also discussing a new way to distribute funds.
Civil Service Commission – Commissioner Breton reported no update.
Planning Commission – Commissioner Tindaro reported they reorganized.
Historical Commission – Commissioner Tindaro reported they are ordering a bench for Tom DiFroscia and having it installed in the spring, as part of the Sesquicentennial. They also discussed the historic homes and the future flex building at 4060 Edges Mill Road.
Zoning Hearing Board – Commissioner Breton reported that there will no longer be a representative for the Zoning Hearing Board, so it can come off of the agenda. She also noted to take off Civil Service and add the Lincoln Highway Committee and the Sesquicentennial Committee.
Both Commissioner Contento and Commissioner Young mentioned “Second Wind Race Timing” who is now in a partnership with Caln Pizza.
Additional Business
Commissioner Chambers thanks the Boy Scout for leading the pledge. He also asked if the Boy Scouts would be interested in doing township cleanup. There was another Boy Scout represented in attendance who is looking for volunteer opportunities. The Board and Ms. Denne explained some of the opportunities and suggested that she call Abbey Swan, the Township Event Coordinator.
