Call to order and Salute to the Flag
Attendance – Jennifer Breton-President, George Chambers-Vice President, Joshua Young-Commissioner, John Contento-Commissioner, Lorraine Tindaro-Commissioner, Kristin Camp-Solicitor, Kristen Denne-Township Manager/Secretary, and Denise Miller Assistant Township Secretary.
Citizens to be Heard
Tony DiSario residing at 251 Loomis Avenue inquired about the depth of the Chester County Sports Arena pool. Ms. Denne noted that she will get back to him with the answer.
Neil DeRiemer representing 180 Gallagherville Road, would like use confirmation for the property. After Board discussion, Ms. Camp noted that this issue is for the Zoning Officer to analyze.
Alanna Higgins residing at 145 Gallagherville Road presented the Board with pictures of severe damage from flooding coming from a development in West Bradford and a property that removed too many trees, which has increased flooding. After Board discussion, Commissioner Young noted West Bradford was approached about 10 years ago about this. He also noted that on behalf of the Township, Ms. Denne will contact West Bradford with this concern.
Russ Moore residing at 150 Gallagherville Road commented that the left turn red light onto 322, off of Lloyd, is too long. Ms. Camp responded that the light will be examined by PennDot as part of Taco Bell’s application. She also noted that someone from the Township should also advocate on having the light examined.
Joe Wright commented on the red light discussed under Russ Moore.
Township Solicitor – Ms. Camp
TV-1 Zoning Ordinance Amendment – Ms. Camp offered a draft ordinance for review for the requirement of vacant properties to be registered with the township. Ms. Camp noted that the draft ordinance will need to be forwarded to the Township and Chester County Planning Commission, before advertisement. After Board discussion, consensus was for the Board to review the draft ordinance for discussion at the next meeting.
Massage Businesses – Ms. Camp offered a draft Ordinance, as requested by Ms. Denne, revising the zoning code for Massage Businesses, a spa, that provides massage services are considered a personal service establishment and are a use by right if they occupy 7,500 square feet or less in the Commercial District, and if they occupy greater than 7,500 square feet as a personal service establishment they would require conditional use. She noted that Ms. Denne asked that this be revised in the zoning code, specifically calling out massage businesses as a separate use that is not part of the personal services establishment and having it by conditional use regardless of what the size of the building is. After Board discussion, and Ms. Camp offering hearing advertisement on August 30, 3018, Board consensus was for Ms. Camp to move forward with advertisement.
Dedication agreement of the storm sewer system in the Village at Thorndale Green – For Board consideration, Ms. Camp offered a proposed Deed of Dedication for the storm sewer system in the Village at Thorndale Green. Ms. Camp noted that the storm sewer system was inadvertently not dedicated to the Township when the plan was approved. For note, Ms. Camp noted the sanitary sewer system was also not dedicated at that time. After Board discussion;
Commissioner Breton entertained a motion to accept the Deed of Dedication for the Storm Sewer System in the Village at Thorndale Greene. Moved by Commissioner Chambers and seconded by Commissioner Tindaro. Mr. DiSario had a question on the motion. Vote passed 5-0.
Ordinance 2018-05 Amending Chapter 83 “Fire Prevention” re-numbered 2018-07 – Ms. Camp noted July 12, 2018 adopted Ordinance 2018-05 “Fire Prevention”, should have been Ordinance 2018-07.
Township Manager – Ms. Denne
Ms. Denne noted the Fisherville Road bid results coming up on the agenda. She also reviewed the supplemental appropriation, as in Resolution 2018-35.
Township Engineer – Mr. Flinchbaugh
Fisherville Road Bridge bid results – For Board consideration of award, Mr. Flinchbaugh offered the bid from Veterans Construction Services in the amount of $298,761.62. After Board discussion;
Commissioner Breton entertained a motion to award the bid for the Fisherville Road Bridge Project to Veterans Construction Services in the amount of $298,761.62. Moved by Commissioner Tindaro and seconded by Commissioner Chambers. Commissioner Contento asked the budget amount. Ms. Denne noted the total amount is $338,000. Vote passed 5-0.
MS4 Presentation – For Board consideration, Beth Uhler from Cedarville Engineering Group “CEG” offered an addendum to the Pollutant Reduction Plan “PRP” Update task. She noted a Department of Environmental Protection “DEP” comment letter dated January 18, 2018 that contains new guidance and required revisions to the GIS mapping, calculations, and report narrative. Cedarville completed these required revisions per the new guidance received from the DEP, which resulted in an increase in the existing pollutant loading calculations, which in turn, increased the Township’s pollutant load reduction requirements. To meet the increased pollutant load reductions requirements, the design of the proposed Caln Park West BMP had to be expanded significantly. Therefore the conceptual cost of this project was determined to no longer be feasible.
She also noted that in coordination with the Township, CEG identified alternative BMP’s, and the most cost-effective and environmentally valuable option identified was a proposed stream restoration project on an unnamed Tributary to the West Branch Brandywine Creek. In order to incorporate this BMP into the PRP, the GIS mapping, calculations, and report narrative must be updated for final submission to the DEP. Cedarville proposed to complete this task as an addendum to the PRP Update task in the above-referenced contract, for a fee of $4,490. After Board discussion;
Commissioner Breton entertained a motion to authorize the addendum for the Pollutant Reduction Plan in the amount of $4,490. Moved by Commissioner Chambers and seconded by Commissioner Tindaro. Tony DiSario had a question on the motion. Vote passed 5-0.

Resolution 2018-34 Disposal of Miscellaneous Township Documents – Commissioner Breton entertained a motion to adopt Resolution 2018-34 Disposal of Miscellaneous Township Documents. Moved by Commissioner Tindaro and seconded by Commissioner Chambers. Vote passed 5-0.
Resolution 2018-35 Budget Amendment – Commissioner Breton entertained a motion to adopt Resolution 2018-35 Budget Amendment. Moved by Commissioner Young and seconded by Commissioner Chambers. Vote passed 5-0.

DARA – Commissioner Young noted there is no report.
Fire Board – Commissioner Young noted there was no meeting held in July.
Planning Commissioner – Commissioner Tindaro noted there is no report.
Historical Commission – Commissioner Tindaro noted the bench for Tom DeFrosia will be in this month and once installed, it will be ready for dedication.
Lincoln Highway/150th – Commissioner Young noted there was no meeting in July. He also noted that the township has a list of updated items, and tickets are available for the trolley tour.
