Call to Order: Commissioner Mullin called the Board of Commissioners special meeting to order at 12:05 PM. Commissioner Mullin then called for the Pledge of Allegiance to the flag.
Board Members Present: Paul Mullin-President, Jane Kennedy-Vice President (Absent), Joshua Young-Commissioner, Lorraine Tindaro-Commissioner, and Mark Evans-Commissioner.
Staff Members Present: Kristen Denne-Township Manager/Secretary, Denise Miller-Assistant Township Secretary, and Police Chief Elias.
Professionals Present: N/A
Special Guest: N/A
The Board of Commissioners July 25, 2022 special meeting agenda was posted on the Township website, and at the Township building on July 22, 2022. It was also advertised on July 24, 2022. Agendas were made available for the public, at the meeting.
Public Comment
Commissioner Mullin called for public comment. There were none.
Consideration to Accept the Police Candidate List Certified by the Civil Service Commission on July 18, 2022 – For Board consideration, Ms. Denne offered the police candidate list certified by the Civil Service Commission on July 18, 2022. Ms. Denne also noted that under the State of Pennsylvania (PA) there are rules for certain positions within Municipal government that are subject to civil service testing. The Civil Service Board that provides this service for Caln Township provides that testing and oversees that process with Caln Township. They have conducted physical and written testing for this process and conducted interviews. From that, they have compiled a list of eligible candidates for hire for the Caln Township Police Department.
Commissioner Mullin entertained a motion to accept the police candidate list certified by the Civil Service Commission on July 18, 2022. Moved by Commissioner Tindaro and seconded by Commissioner Evans.
Commissioner Mullin called for Board and public comments. There were none.
Vote passed 4-0.
Consideration of Conditional Offers of Employment with the Caln Township Police Department – For Board consideration, Ms. Denne offered applicant number 1 Kaiser, C for conditional offer of employment with the Caln Township Police Department, subject to background investigation and physical and psychological review.
Commissioner Mullin entertained a motion to accept applicant number 1 Kaiser, C for conditional offer of employment with the Caln Township Police Department, subject, to background investigation and physical and psychological review. Moved by Commissioner Tindaro and seconded by Commissioner Young.
Commissioner Mullin called for Board and public comment. There were none.
Vote passed 4-0.
For Board consideration, Ms. Denne offered applicant number 4 Montgomery, C for conditional offer of employment with the Caln Township Police Department, subject to background investigation and physical and psychological review.

Moved by Commissioner Evans and seconded by Commissioner Tindaro.

Consideration and Discussion of Amendments to the Civil Service Code to Allow for Valid Driver’s Licenses from Any State – For Board consideration, Ms. Denne offered Resolution 2022-26 amending the Civil Service Code to allow for valid driver’s licenses, from any state.
Commissioner Mullin asked Ms. Denne why this amendment needs to be done. Ms. Denne noted that the contract allows for residing twenty-five miles away from the Township building. The police may have individuals who want to apply for employment and live across the Maryland or New Jersey line. This limits them for only hiring those who have a PA driver’s license.
Commissioner Mullin asked if they would be responsible for moving to PA. Ms. Denne noted that there are Municipalities that do not require a PA driver’s license if they are in the mileage required, as per the contract. Chief Elias noted that in the civil service rules and the contract, you must reside within twenty-five miles from the Township building, and you have fifteen months from the date of appointment, to reside within twenty-five miles of the Township Building.
Commissioner Mullin entertained a motion to adopt Resolution 2022-26, amending the Civil Service Code to allow for valid driver’s licenses, from any state. Moved by Commissioner Evans and seconded by Commissioner Tindaro.
Commissioner Mullin called for public comment.
Ron Miller of 21 Marshall Circle noted that he supports this amendment.
Vote passed 4-0.

Commissioner Mullin entertained a motion to adjourn the July 25, 2022 Board of Commissioners special meeting minutes at 12:18 PM. Moved by Commissioner Evans and seconded by Commissioner Young.
