                          Call to Order and Pledge of Allegiance
      
Attendance – Jennifer Breton-President, George Chambers-Commissioner, Joshua Young-Commissioner, Lorraine Tindaro-Commissioner (Absent), Chuck Kramer-Commissioner, Kristen Denne-Township Manager/Secretary, Denise Miller-Assistant Township Secretary, Keven Barron-Township Finance Director, Kristin Camp-Solicitor, Bryan Kulakowsky-Township Engineer.
                        
Citizens to be Heard
Tony DiSario of 251 Loomis Avenue asked where the first school was in Caln Township. Commissioner Young noted it was located at the corner of Blackhorse Hill Road and is currently a house. Ms. Denne noted that he should contact the Historical Society for more information. Commissioner Kramer noted the candlelight service at the Historical Society house on December 3 at 7:00 PM.
 
Township Manager – Ms. Denne
2020 Budget Presentation – Ms. Denne presented a proposed 2020 budget with no tax increase however, there will be an increase of $72 per year for the sewer bill.
 
Ms. Denne noted the fire department requested an increase of their tax of .25 mill, in order to hire a full time fire officer. She also noted that the Finance Committee had decided that infrastructure wise they are not ready to do so as well as more planning needs to be done.
 
Commissioner Chambers noted a new sound system is in the 2020 budget. Commissioner Kramer noted that he will install the sound system, pro bono.
 
Commissioner Chambers and Commissioner Breton thanked everyone for all their efforts in doing the budget. Ms. Denne also thanked Mr. Barron for his efforts.
 
Tony DiSario of 251 Loomis Avenue stated that he would rather see a $2 to $3 tax increases instead of a couple hundred dollars at one time. Commissioner Kramer noted a resolution was passed to keep a certain percentage of revenue in a “rainy day fund.”   
 
Authorization for the President to Sign Support Letters for Brian Kulakowsky and the DCED for the 2019 H20 Water and Sewer Program Grant Application for Reed Street and 17th Avenue – Commissioner Breton entertained a motion to authorize the President to sign support letters for the 2019 H20 Water and Sewer Program Grant application for Reed Street and 17th Avenue. Moved by Commissioner Chambers and seconded by Commissioner Young. Vote passed 4-0.

Moved by Commissioner Kramer and seconded by Commissioner Chambers. Vote passed 4-0.
 
Authorization for the Township Manager to Sign and Submit all Documents Necessary to Apply for the DCED 2019 H20 Water and Sewer Program Grant Application for Reed Street and 17th Avenue Stormwater Drainage and Sewer Improvements – Commissioner Breton entertained a motion to authorize the Township Manager to sign and submit all documents necessary to apply for the DCED 2019 H20 Water and Sewer Program Grant application for Reed Street and 17th Avenue Stormwater Drainage and Sewer Improvements. Moved by Commissioner Chambers and seconded by Commissioner Kramer. Vote passed 4-0

Moved by Commissioner Young and seconded by Commissioner Kramer. Vote passed 4-0.
 
Ordinances and Resolutions for Consideration
Consideration to Advertise an Ordinance Adopting the Final 2020 Municipal Budget – For Board consideration, Ms. Denne offered the final 2020 Municipal Budget for advertisement.
 
Commissioner Breton entertained a motion to authorize the advertisement of the 2020 municipal budget. Moved by Commissioner Kramer and seconded by Commissioner Chambers. Vote passed 4-0.
 
Consideration to Advertise an Ordinance Setting the Real Estate Tax Rate for 2020 to 3.458 Mills – Commissioner Breton entertained a motion to authorize the advertisement of an ordinance setting the real estate tax rate for 2020 as 3.458 mills. Moved by Commissioner Young and seconded by Commissioner Kramer. Vote passed 4-0.
 
Consideration to Advertise an Ordinance Imposing an Annual Fire Protection Tax of .6 Mills – Commissioner Breton entertained a motion to authorize the advertisement of an ordinance imposing an annual fire protection tax of .6 mills. Moved by Commissioner Young and seconded by Commissioner Chambers. Vote passed 4-0.
 
Resolution 2019-33 A Resolution Adopting Procedures to Govern the Procurement of Professional Services Contracts Regarding the Uniformed and Non-Uniformed Employees Pension Plans – Commissioner Breton entertained a motion to authorize the advertisement of a resolution adopting procedures to govern the procurement of professional services contracts regarding the uniformed and non-uniformed employees’ pension plans. Moved by Commissioner Chambers and seconded by Commissioner Young. Vote passed 4-0.
 
Resolution 2019-34 A Resolution Requesting a PA Small Water and Sewer Program Grant of $418,599.50 from the Commonwealth Financing Authority to be used  for the Reed Street Stormwater Drainage and Sewer Improvements Projects – Commissioner Breton entertained a motion to adopt Resolution 2019-34 A Resolution requesting a PA Small Water and Sewer Program Grant of $418,599.50 from the Commonwealth Financing Authority to be used for the Reed Street Stormwater Drainage and Sewer Improvements Projects. Moved by Commissioner Young and seconded by Commissioner Chambers. Vote passed 4-0.
 
 
 
 
Resolution 2019-35 A Resolution Requesting a H20 PA Grant of $848,118.67 from the Commonwealth Financing Authority to be used for the Reed Street & 17th Avenue Stormwater Drainage and Sewer Improvements Projects – Commissioner Breton entertained a motion to adopt Resolution 2019-35 A Resolution requesting a H20 PA Grant of $848,118.67 from the Commonwealth Financing Authority to be used for the Reed Street & 17th Avenue Stormwater Drainage and Sewer Improvements Projects. Moved by Commissioner Young and seconded by Commissioner Chambers. Vote 4-0.
 
Additional Business                         
Ms. Denne noted the vacant position on the Planning Commission.
 
Commissioner Breton made a motion, seconded by Commissioner Chambers, to nominate Jacob Bashioum Sr. for the Planning Commission vacancy, for a term to expire 12/31/2023. Vote passed 4-0.
 
Public Comments
Commissioner Breton called for public comments. There were none.
 
Adjournment – Commissioner Chambers entertained a motion to adjourn the November 20, 2019 meeting, at 7:55 PM. Moved by Commissioner Chambers and seconded by Commissioner Kramer. Vote passed 5-0.
