Special Board Meeting Minutes
In-Person
Call to Order: Commissioner Mullin called the Special Board Meeting to order at 7:30 PM. He then called for the Pledge of Allegiance to the flag.
Board Members Present: Paul Mullin-President, Jane Kennedy-Vice President, Joshua Young-Commissioner, Lorraine Tindaro-Commissioner, Mark Evans-Commissioner.
Staff Members Present: Kristen Denne-Township Manager/Secretary, Denise Miller-Assistant Township Secretary (Absent), Lisa Swan-Township Treasurer, Ray Stackhouse-Building and Life Safety Director, and Chief Elias-Police Chief.
Professionals Present: N/A.
Special Guest: N/A.
The 7:30 PM November 17, 2021 Special Board meeting agenda was posted on the Township website, and at the Township building, on November 16, 2021.
The November 17, 2021 7:30 PM Special Board meeting was advertised in the Daily Local Newspaper, on November 15, 2021.
The 2021 Township Board of Commissioners meetings were published in the Daily Local Newspaper, and in the Township Building, on December 28, 2020.

For Board consideration Ms. Denne offered ordinances for advertisement, and asked the Board if they have any questions regarding the 2022 proposed budget from the 6:30 budget workshop.
Commissioner Young asked if the Street Light Ordinance is exactly the same with no changes. Ms. Denne noted that it is, however, they still have to be advertised. She also noted that there has to be twenty days in between advertisement and adoption, because these ordinances are tax and budget related, versus the normal seven days.
Commissioner Evans asked Ms. Denne if she could put together an explanation sheet with the budget, for residents to understand the budget better. Ms. Denne noted that she will attach her power point, pictures, and graphs.

Consideration to Advertise an Ordinance Setting the Real Estate Tax Rate for 2022.
Consideration to Advertise an Ordinance Imposing an Annual Fire Protection Tax.
Consideration to Advertise an Ordinance Imposing a Debt Service Tax.
Consideration to Advertise an Ordinance for the Lighting Assessments for Township Light Districts.
Consideration to Advertise an Ordinance Adopting the Final 2022 Township Budget.
Commissioner Mullin entertained a motion to advertise an ordinance setting the Real Estate Tax Rate for 2022 at 4.088 mills, an Ordinance Imposing an Annual Fire Protection Tax at .06 as it currently is, an Ordinance Imposing a Debt Service Tax at .44 mills, an Ordinance for the Lighting Assessments for Township Light Districts as written, and an Ordinance Adopting the Final 2022 Township Budget. Moved by Commissioner Evans and seconded by Commissioner Tindaro.
Vote passed 5-0.
Additional Business
Presentation of Civil Service Candidates for Caln Township Police – Commissioner Mullin noted that there are two candidates offered by the Civil Service; Samantha DeFrancisco and Travis Fisher.
Ms. Denne called for “Point of Order”, and stated that you need to accept the certified list presented by the Civil Service Commission first, and then the candidates in order that they are on the list.
Commissioner Mullin entertained a motion to accept the certified list of names of police applicants to fill existing vacancies in the Caln Township Police Department. The list was provided by the Caln Township Civil Service Commission on November 17, 2021. Moved by Commissioner Young and seconded by Commissioner Evans.
Vote passed 5-0.
Commissioner Mullin entertained a motion to extend a conditional offer of employment as an officer with the Caln Township police department to Samantha DeFrancesco. Moved by Commissioner Evans and seconded by Commissioner Young.
Vote passed 5-0
Commissioner Mullin entertained a motion to extend a conditional offer of employment as an officer with the Caln Township police department to Travis Fisher. Moved by Commissioner Young and seconded by Commissioner Kennedy.
Vote passed.
Public Comments
Commissioner Young thanked Commissioner Mullin, Ms. Denne, and Ms. Swan, and the rest of the Staff that attended the budget meetings.
Commissioner Mullin noted that he appreciates all the work that Commissioner Young has done for the budget.
Commissioner Mullin called for public comment. There were none.
Adjournment – Commissioner Mullin entertained a motion to adjourn the November 17, 2021 meeting at 8:45 PM. Moved by Commissioner Young and seconded by Commissioner Tindaro.
