Call to Order and Pledge of Allegiance
Attendance – Paul Mullin-President, Jane Kennedy-Vice President, Joshua Young-Commissioner (Absent), Lorraine Tindaro-Commissioner, Mark Evans-Commissioner, Kristen Denne-Township Manager/Secretary, Kevin Barron-Township Finance Director (Absent), Bryan Kulakowsky-Township Engineer (Absent), Kristin Camp-Township Solicitor (Absent), and Denise Miller-Assistant Township Secretary (Absent).
Citizens to be Heard
Commissioner Mullin called for Citizens to be Heard. There were none.
Township Solicitor – Ms. Camp
Public Hearing Amending Chapter 137 “Subdivision and Land Development Ordinance” Relating to Consultant Fees and Chapter 155 “Zoning Ordinance” Relating to Changing the Number of Alternate Members of the Zoning Hearing Board – Commissioner Mullin entertained a motion to adopt Ordinance 2020-02 Amending Chapter 137 “Subdivision and Land Development Ordinance” Relating to Consultant Fees and Chapter 155 “Zoning Ordinance” Relating to Changing the Number of Alternate Members of the Zoning Hearing Board. Moved by Commissioner Evans and seconded by Commissioner Kennedy. Vote passed 4-0.
Southdown Properties, Inc. Extension Request until June 30, 2020 for the Review Period for The Thorndale Woods Project – Commissioner Mullin entertained a motion to approve the Southdown Properties, Inc. extension request until June 30, 2020 for the review period for the Thorndale Woods project. Moved by Commissioner Kennedy and seconded by Commissioner Tindaro. Mark DeYoung of 20 Beaver Run Road asked what the issues are with this project. Ms. Denne noted that they have Engineering and Stormwater issues. Vote passed 4-0.

Motion to Authorize the Township Manager to sign ARRO’s November 14, 2019 Professional Services Agreement to Compile and Submit the PADEP Municipal Separate Storm Sewer System (MS4) Status Report – Commissioner Mullin entertained a motion to approve the Township Manager to sign ARRO’s Professional Services Agreement for $40,000, to compile and submit the PADEP Municipal Separate Storm Sewer System (MS4) status report. Moved by Commissioner Evans and seconded by Commissioner Tindaro. Tony DiSario of 251 Loomis Avenue had questions on the motion as well as inquired who ARRO is. Commissioner Mullin replied that they are the Township Engineer. Vote passed 4-0
Ordinances and Resolutions for Consideration
Ordinance 2020-02 An Ordinance Amending Chapter 137 “Subdivision and Land Development Ordinance” Relating to Consultant Fees and Chapter 155 “Zoning Ordinance” Relating to Changing the Number of Alternate Members of the Zoning Hearing Board – This ordinance was approved under “Township Solicitor-Ms. Camp”.
Resolution 2020-12 A Resolution Establishing the Thorndale Fire Company 2020 Fire Police Officers – Commissioner Mullin entertained a motion to adopt Resolution 2020-12 establishing the Thorndale Fire Company 2020 Fire Police Officers. Moved by Commissioner Evans and seconded by Commissioner Kennedy. Vote passed 4-0.
Resolution 2020-13 A Resolution Amending the 2020 Budget for Operating Needs of the General Fund – Commissioner Mullin entertained a motion adopting Resolution 2020-13 amending the 2020 budget for operating needs of the General Fund. Moved by Commissioner Tindaro and seconded by Commissioner Kennedy. Vote passed 4-0

General Checks 44609 to 44678 – Commissioner Mullin entertained a motion to approve general checks 44609 to 44678. Moved by Commissioner Kennedy and seconded by Commissioner Tindaro. Vote passed 4-0.

Motion to Approve the February 27, 2020 Board of Commissioners Minutes – Commissioner Mullin entertained a motion to approve the February 27, 2020 Board of Commissioners minutes. Moved by Commissioner Tindaro and seconded by Commissioner Kennedy. Vote passed 4-0.
Acknowledgement of the January 21, 2020 Planning Commission Minutes – Commissioner Mullin entertained a motion acknowledging the receipt of the January 21, 2020 Planning Commission Minutes. Moved by Commissioner Evans and seconded by Commissioner Kennedy. Vote passed 4-0.
Additional Business
Commissioner Mullin noted that Commissioner Tindaro presented a sample form regarding Public Participation, Council Meeting, and Work Sessions at Council Meetings. Commissioner Evans noted that he will review the document and make the necessary changes, for Board review.
Commissioner Kennedy noted coronavirus information will be on the Township website.
Commissioner Mullin noted that the Board is evaluating internal Staff changes and procedures for the interaction with the public.
Mike Bedrick of 1701 Olive Street asked if there are additional procedures needed for Fire Rescue and Police. Ms. Denne noted “not at this time”.
Commissioner Mullin encouraged hand washing, and visiting the CDC website for more coronavirus information. He also noted all committee and commission meetings have been cancelled for 30 days.
Licia Carini of 103 Ayerwood Drive asked if the Board meetings could be conducted via Webex. Ms. Denne noted that you cannot do that because there has to be a quorum in this room. She also noted that under an Emergency Declaration, bills and time sensitive things would be sent to the Board, and ratified at a later meeting.
Chuck Kramer of 2704 East Kings Highway commented on the A/V system. Commissioner Evans noted that it has been postponed.
Public Comments
Mike Bedrick of 1701 Olive Street and Licia Carini of 103 Ayerwood Drive commented on the coronavirus situation.
Commissioner Kennedy recommended getting 90 day prescriptions.
Adjournment – Commissioner Mullin entertained a motion to adjourn the March 12, 2020 meeting, at 8:30 PM. Moved by Commissioner Evans and seconded by Commissioner Tindaro. Vote passed 4-0.
