Call to order and pledge of allegiance.
Attendance – Jennifer Breton, Vice President; John Contento, Commissioner; Joshua Young, Commissioner; George Chambers, Commissioner; Kristen Denne, Township Manager; Margaret Driller, Recording Secretary. Cynthia Eshleman, President (Not Present)
Moment of Silence – Commissioner Breton called for a moment of silence for all first responders and military, all over the world.
Executive Session
Commissioner Breton announced that prior to tonight’s meeting, an Executive Session was held to discuss legal and personnel matters.
Citizens to be heard
At this time no citizens requested to be heard.
Township Manager – Ms. Denne
Thorndale Fire Company Agreement was distributed as a proposed draft to all the members and the Board will review this and it will be on the next agenda for consideration. Any issues you may have please either forward to Ms. Denne or Ms. Camp.
Wawa Bondsville 2016 – Motion of Approval
Commissioner Breton entertained a motion to approve the Wawa Bondsville 2016 Land Development Application, Moved by Commissioner Contento and seconded by Commissioner Chambers. Commissioner Young is stating that there was an addendum sent by Solicitor Camp in regards to the sign. Ms. Denne is stating they are still working through this issue as there are definition problems with our zoning and we are trying to make this a municipal use so that they can pass and have the sign marking the entrance into our community. Ms. Camp will be able to take care of this problem moving forward. Commissioner Young stated that waivers were needed for the shade trees, and is the applicant eliminating the shade trees all together or just the height of the trees. There will be no deduction in quantity of the trees and that the spacing of the trees was discussed not the height of the trees. Commissioner Young was reading the Comp Plan and it was talking about a realignment needed at this intersection. Commissioner Contento stated that a concession will be made for the turn going eastbound on Rt. 30 up Marshallton Thorndale Road and the curb will be pulled back to make a realignment. The sidewalks were not going to be done from the entrance on Marshallton Thorndale to the edge of the property and the township has taken money in lieu for this consideration. Commissioner Breton asked for any questions from the floor, as there was none; Commissioner Breton asked for a vote, Motion passed 4-0.
2017 Lawn Maintenance Bid Package
Ms. Denne wanted to come before the Board to ask permission to advertise for the 2017 Lawn Maintenance Bid Package. Commissioner Breton entertained a motion to give permission to advertise for the 2017 Lawn Maintenance Bid Package. Moved by Commissioner Contento and seconded by Commissioner Chambers. Commissioner Contento had an observation in regards to the cover letter; it states please review these items and return your proposal for items three/four exhibits attached. Motion carried 4-0.
Ordinances and Resolutions for Consideration – None this evening
Bill List – General Checks #39378-39444
Commissioner Breton entertained a motion to approve the Bill List for General Checks #39378-39444, except check #39379 which was voided. Moved by Commissioner Contento and seconded by Commissioner Chambers. Motion passed 4-0.
Boards and Commissions – Updated – summary by applicable Board Liaison
Parks and Recreation – As was stated at our last board meeting all but two members have resigned from the board. We have three interviews over the next month and our first meeting with be the 1st Monday in March.
COG – Commissioner Young is still acting President and they did not have a quorum but we have a new incoming President and will transfer most of those responsibilities at that time.
Municipal Authority – Commissioner Chambers stated that Commissioner Young attended our meeting and presented that DARA is requesting that East Caln want to expand their facility use and it was approved thru Caln Township as we did not need further information.
DARA – Caln Township had sent a letter to Downingtown that we rejected the 50,000 gallons of sewage usage that was available to the township from DARA and DARA received the letter and accepted it.
Fire Board – Next meeting will be at the end of the month to go over the Township Interagency Agreement which is still under review by our Solicitor and has made some changes. It shall be reviewed by the Board of Commissioners at our next meeting. We will submit it to the Fire Board for their review by the end of the month.
Planning Commission – The next meeting will be on 2/21/17 at seven o’clock here at the township building, we will also have a meeting to go over the Comp Plan updates on Thursday evening on 2/16/17 at 7 o’clock
Historical Commission – No Report
Zoning Hearing Board – No Report
Additional Business – Commissioner Contento had several questions in regards to the Storm Water Advisory Board. Ms. Denne was asked about when a meeting would be set up, and we still need an appointment as a liaison to the Board of Commissioners, she will try to schedule a meeting at the end of the month. Ms. Denne was asked about the Public Works Applications received. She is stating they are narrowing the candidates with interviews next week. Once they have the candidates they will have a second interview with reference checks to be completed. The finance committee has met and a submission would need to be made for the Board to review in the days ahead. The township cannot make budgetary suggestions until the third month of the year, which would be at the March 9th meeting.
Public Comments
Ms. Noel Bernard was stating she was very upset of hearing the news that Mr. Jeff McClintock is no longer with the township. She is asking if this was a budget consideration or to save money. There are other members of our township that could be looked at for this position. She had a question about why the township was hiring a Public Works Manager. She is stating this is a huge loss to our township. Noel has been coming to our meetings for fourteen years and Mr. McClintock has been at every meeting longer than she to make sure that things were done correctly for our township

Commissioner Breton entertained a motion to adjourn this meeting. Moved by Commissioner Contento and seconded by Commissioner Young. Motion passed 4-0.
