CALN TOWNSHIP PLANNING COMMISSION MEETING
November 17, 2020
A work session was held at 6:30 PM to discuss agenda items.
The Planning Commission held their regular meeting on Tuesday, November 17, 2020 via Zoom as a virtual meeting. The meeting was called to order at 7:00 P.M. by Chairman, Ken Simon.
Roll Call – In attendance were Ken Simon, John Caporale, John Thomas, Bill Schew, and Michael Irwin. Jim Benko and Jacob Bashioum were not in attendance.
Township Staff and Consultants in attendance were Bryan Kulakowsky, ARRO Consulting – Township Engineer, Raymond Stackhouse, Director of Building and Life Safety, Pamela Henrichon, Planning Commission Secretary and Board of Commissioners’ Liaison to the Planning Commission Lorraine Tindaro.
Approval of October 20, 2020 meeting Minutes – No action taken. Will be on December agenda for approval.
Agenda items:
• Dunkin Donuts-Caln Plaza – Subdivision and Land Development Application
• In attendance for applicant; Debra Shulski, Dan Glass, Matt Hammond and Scott Homel
The access to the trash enclosure was discussed by the Commissioners and applicant. To address the Planning Commissioners recommendation to provide safe access for the employees to the trash enclosure from the restaurant, the current plan proposes that employees will cross the drive-thru lane to the sidewalk along North Caln Road. Traveling north along the sidewalk, and then enter back into the site at the trash enclosure. The Commissioners indicated that their concerns regarding employee safety were addressed. The applicant indicated that the dumpster enclosure will be built with 3 sides of brick facing and plastic gates. There will also be 2 wayfinding signs within the shopping center parking lot to help customers find their way within the complex to Dunkin Donuts. The circulation patterns in the shopping center and around the proposed Dunkin Donuts with the driveways, parking and traffic movements were discussed.
Mr. Simon entertained comments from the public;
Mr. Tony Disario wanted to make sure the parking lot was well lit for employees going to the dumpster at night. A Lighting plan was submitted and reviewed. The plan provides sufficient lighting per Township ordinance requirements.
Mr. Simon entertained a motion to recommend Conditional Preliminary/Final Approval to the Board of Commissioners conditioned upon addressing the comments in the October 2, 2020 Gilmore & Associates review letter and the November 11, 2020 ARRO review letter. The motion was moved by Mr. Schew and seconded by Mr. Thomas. Poll of members; all ayes, motion passes 5 – 0.

Adjournment – With no further agenda items or Commission business, Mr. Simon entertained a motion to adjourn the meeting. The motion was moved by Mr. Simon and seconded by Mr. Thomas. Poll of members; all ayes, motion passes 5 – 0. The meeting adjourned at 7:39 P.M.
