NOTICE IS GIVEN that the Board of Commissioners of Caln Township will conduct a public hearing on Thursday, February 27, 2025 at 7:30 p.m., as part of the regularly scheduled public meeting at the Caln Township Municipal Building located at 253 Municipal Drive, Thorndale, Pennsylvania 19372 to consider and possibly adopt an ordinance with the following title and summary.
 
AN ORDINANCE OF THE TOWNSHIP OF CALN, CHESTER COUNTY, PENNSYLVANIA, AMENDING CHAPTER 155 OF THE CALN CODE TITLED, “ZONING” SECTION 155-12, TITLED “SPECIFIC TERMS” TO AMEND THE DEFINTIONS OF “CONVENIENCE STORE”, “RETAIL BUSINESS ESTABLISHMENT” AND “RETAIL USE”; TO ADD DEFINITIONS TO SECTION 155-12, TITLED “SPECIFIC TERMS” OF “CANNABINOID”, “HOOKAH”, “HOOKAH BAR/LOUNGE”, “TOBACCO STORE/SMOKE SHOP”,  “REGULATED CANNABINOID SUBSTANCES RETAILER” AND “UNREGULATED CANNABINOID SUBSTANCES RETAILER”; TO AMEND SECTION 155-27.C(29) TO ALLOW A MEDICAL MARIJUANA DISPENSARY WITH MORE THAN 7,500 SQUARE FEET OF GROSS FLOOR AREA BY CONDITIONAL USE IN THE C-1 HIGHWAY COMMERCIAL DISTRICT; TO AMEND SECTION 155-29.C TO ADD A NEW SUBPARAGRAPH (20) TO ALLOW A TOBACCO STORE/SMOKE SHOP IN THE I-1 INDUSTRIAL DISTRICT BY CONDITIONAL USE; TO AMEND SECTION 155-29.C TO ADD A NEW SUBPARAGRAPH (21) TO ALLOW A HOOKAH BAR/LOUNGE IN THE I-1 INDUSTRIAL DISTRICT BY CONDITIONAL USE; TO AMEND SECTION 155-29.C TO ADD A NEW SUBPARAGRAPH (22) TO ALLOW A REGULATED CANNABINOID SUBSTANCES RETAILER IN THE I-1 INDUSTRIAL DISTRICT BY CONDITIONAL USE; TO AMEND SECTION 155-29.C TO ADD A NEW SUBPARAGRAPH (23) TO ALLOW AN UNREGULATED CANNABINOID SUBSTANCES RETAILER IN THE I-1 INDUSTRIAL DISTRICT BY CONDITIONAL USE; TO AMEND SECTION 155-29.E AND MATRIX CHART 9 TO ADD UTILITY AND DIMENSIONAL REQUIREMENTS FOR A TOBACCO SHOP/SMOKE SHOP, HOOKAH BAR/LOUNGE, REGULATED CANNABINOID SUBSTANCES RETAILER AND UNREGULATED CANNABINOID SUBSTANCES RETAILER; TO ADD  A NEW SECTION 155-100 TO ADD REGULATIONS FOR MEDICAL MARIJUANA DISPENSARY; TO ADD A NEW SECTION 155-101 TO ADD REGULATIONS FOR A HOOKAH BAR/LOUNGE; TO ADD A NEW SECTION 155-102 TO ADD REGULATIONS FOR A TOBACCO STORE/SMOKE SHOP; TO ADD A NEW SECTION 155-103 TO ADD REGULATIONS FOR REGULATED CANNABINOID SUBSTANCES RETAILER; TO ADD A NEW SECTION 155-104 TO ADD REGULATIONS FOR AN UNREGULATED CANNABINOID SUBSTANCES RETAILER; SEVERABILITY, REPEALER AND EFFECTIVE DATE PROVISIONS.
 
The complete verbatim text of the proposed Ordinance is available for public inspection and may be examined without charge or obtained for a charge not greater than the costs thereof at the Township’s administrative offices during normal business hours, 8:00 a.m. to 4:30 p.m., Monday through Friday and at the offices of the Township Solicitor, Buckley, Brion, 118 West Market Street, Suite 300, West Chester, Pennsylvania, 19382 during normal business hours Monday through Friday.  The Ordinance is on file for public inspection at the Daily Local News by calling (215) 648-1066 and the Chester County Law Library, Chester County Justice Center, Suite 2400, 201 W. Market Street, West Chester, PA 19380.

​Caln Township Police – Announcing A Community Service Program:  Are You O.K.? Telephone Calling System

What is it? How does it work?

The Caln Township Police Department is very excited about a new service - ARE YOU O.K.?  Our ARE YOU O.K.? Program is designed for older adults, disabled persons, people who live alone, or anyone residing in Caln Township who needs to be checked upon daily. ARE YOU O.K.? is a computerized telephone calling system offered and operated free of charge by the Caln Township Police Department. The system calls each enrolled subscriber every day of the year, at the same time each day. The time of the call is determined by the subscriber.  When the subscriber picks up the phone they will hear a recorded message.  If the subscriber fails to answer the phone after several attempts, or if there is a busy signal several times in a row, the system notifies the Caln Township Police Department which will then send a patrol car to check on the subscriber.  Your personal information provided to the Caln Township Police Department will remain confidential.

During the holidays, vacations, or any other time the subscriber plans to be away, a simple call to the Caln Township Police Department will stop the calls for as long as needed.

​The system is now in use throughout the United States and has saved a number of lives and reduced worry and anguish for countless citizens and their family and friends.  Questions about the program can be directed to Administrative Assistant Tracey Laws by calling 610-383-1821 weekdays between 8:00 a.m. and 4:30 p.m.

G.O. Carlson Detour Route in Effect Starting January 8th, 2025

UPDATE: G.O. Carlson Blvd is now open, effective 2/18/2025

A stretch of G.O. Carlson Boulevard between Buchanan Drive and N Bailey Road will be closed with a detour going into effect the morning of January 8th, 2025 through February 28th, 2025. The detour route will run through C.G. Zinn Road. 

​The detour is to allow crews to operate in the area where G.O. Carlson Blvd crosses over Valley Run. The project will provide vital reinforcement to the structural integrity of the retaining wall. It will also serve as a component of the Township's ongoing stormwater infrastructure improvements.

Hiring Full & Part Time Firefighters for 2025 (UPDATED)

The Civil Service Commission for Caln Township will be administering an entry-level examination for the position of Firefighter.
Applications will be available beginning Monday, December 6, 2024, at the Caln Township Municipal Building, 253 Municipal Drive, Thorndale, PA 19372.
Applications may be picked up between 8:00 AM to 4:30 PM, Monday through Friday, or may be downloaded here. 
 
Starting salary for Full-Time Firefighter, after probation, is $ 69,413.76, with a comprehensive
benefit package and health care. Hourly wage for Part-Time Firefighter starts at $23.34.

Completed applications must be submitted to the Caln Township Municipal Building prior to 4:30 PM Friday, February 28th, 2025.
Every applicant for the position of Firefighter must:
  1. Have a certificate from a state-approved training school attesting that he or she has attended and graduated from courses in both Fire Fighting National Certification I (basic training) and Fire Fighting National Certification II (advanced training);
  2. All required training and certifications noted in the current Job Description attached; and
  3. Have two (2) years of firefighting experience as a senior member in a combination (volunteer & paid) fire department; or
  4. Have five (5) years of firefighting experience as a senior member in a volunteer fire department; and
  5. Applicants should have a letter, on fire company letterhead, from the chief of their current fire company stating that the individual is a member of that fire company in good standing who meets the above-stated requirements; or other similar such documentation of the above-stated requirements.
  6. Firefighters shall also possess skills and abilities to:
    1. Be able to interact with the public in a variety of situations and circumstances while exercising a level of tact, judgment, initiative, and control appropriate for the situation at hand.
    2. Make immediate situational assessments and action judgments in circumstances that are volatile and potentially life-threatening.
    3. Work efficiently and effectively in a fire department, sometimes in adverse or stressful conditions.  This may include extremely hazardous circumstances, including exposure to ever-changing weather and atmospheric conditions, working in close quarters both indoors and outdoors in potentially life-threatening physical hazards.
    4. Perform various physical exerting tasks such as heavy lifting, running, climbing, jumping, dragging, and pulling.
    5.  Carry out complex orders, manage and complete several complex tasks simultaneously.
    6. Demonstrate ability to work independently and as part of the team in the combination fire department.
    7. Adapt to a rotating work schedule that routinely requires working at night or on holidays
 
Proof of all pre-requisites meeting the minimum eligibility requirements must be enclosed and/or attached with each application.
 
The physical agility test will take place on Saturday, March 8, 2025, at 9:00 AM sharp at Bucks County Public Safety Training Center, 1760 South Easton Road, Doylestown, PA 18901. (Registration is 30 minutes prior) Physical agility testing is Pass/Fail.
 
THOSE WHO SUCCESSFULLY PASS THE PHYSICAL AGILITY TEST WILL BE PERMITTED TO TAKE THE WRITTEN EXAMINATION IMMEDIATELY FOLLOWING, at the same location, Bucks County Public Safety Training Center, 1760 South Easton Road, Doylestown PA 18901. Written testing will be scored on a 100-point scale. An applicant must score 70% or higher to continue in the application process. Applicants scoring less than 70% will be rejected.
 
Within 30 days of the administration of the written test applicants, all applicants will be given written notice of their test results; passing applicants will be scheduled for an oral examination appointment.
 
Other mandatory components of the complete testing process included for appointment require selected candidates to successfully undergo Background Investigation, and a NFPA 1582 Compliant Medical Examination.
 
Any applicant arriving after the prescribed start times shall be disqualified.
 
The READING LIST/STUDY MATERIALS for the written examination consists of:
  • Firefighter 1 & 2: "Essentials of Fire Fighting," IF STA, 7th Edition.
  • Hazmat Operations: "Hazardous Materials Awareness & Operations," Jones & Bartlett, 2nd Edition.
  • Driver Operator Pumper & Mobile Water Supply: Pumping and Aerial Apparatus Driver/Operator    Handbook,"  IFSTA, 3rd Edition.
 The Written Examination will consist of 100 questions from the following:
  • 25 Questions from Fire Fighter 1
  • 25 Questions from Fire Fighter 2
  • 20 Questions from HazMat Operations (Core, PPE, & Product Control)
  • 15 Questions from Driver Operator – Pumper
  • 15 Questions from Driver Operator – Mobile Water Supply Apparatus

Full-Time Police Officer Testing Applications Open for 2025

The Caln Township Police Department & Civil Service Commission, Chester County, Pennsylvania, is accepting applications to fill multiple full-time police officer vacancies.
 
Starting salary is $88,562.65, plus a comprehensive benefits package for applicants who have completed Act 120 Training; $77,492.32 ($2,980.00 bi-weekly) plus health care, for applicants without Act 120 Training who have the ability to complete Act 120 Training at a Municipal Police Academy pursuant to a Cadet Sponsorship Agreement with the Township.
 
Application packets may be obtained at the Caln Township Police Department, 253 Municipal Drive, Thorndale, PA 19372, weekdays between 8:00 a.m. and 4:30 p.m., or download here. Completed applications must be returned to the Caln Township Police Department no later than 12:00 midnight on Friday, February 28, 2025. Late submissions will not be accepted. Incomplete application packets will be returned for resubmission by the deadline date.
 
Applicants must:
  • Be a citizen of the United States.
  • Have reached their 21st birthday by the deadline date for submitting applications.
  • Possess a diploma from an accredited high school or a graduate equivalency diploma.
  • Be physically and mentally fit to perform the full duties of a police officer.
  • Conform to department grooming standards regarding tattoos & body modification as outlined in the application packet.
  • Possess a valid driver's license issued by Pennsylvania or any other U.S. state.
  • Have successfully completed Act 120 training or have the ability to complete Act 120 training.
  • Possess police officer certification in another U.S. state and have the ability to achieve Act 120 certification.
  • Reside within 25 miles of the Caln Township Administration Building no later than 3 months after successfully completing their 12-month probationary period.
 
Applicants must pass physical agility testing, written and oral exams, background investigation, polygraph, psychological, medical, drug testing, Act 120 training and the Act 120 certification exam prior to appointment as a police officer.
 
Applicants must appear for physical agility testing on Sunday, March 9, 2025 at 9:00 a.m., at the Coatesville Area School District Memorial Stadium, 1445 Lincoln Highway East, Coatesville PA 19320. Dress in work-out clothes, as the physical agility test is first. Applicants who fail the physical agility test will be disqualified from further testing. The written exam will be administered immediately following physical agility testing at the Caln Township Administration Building, 253 Municipal Drive, Thorndale, PA 19372.

OPEN TO ALL RESIDENTS IN CALN TOWNSHIP
REGISTRATION IS FREE
Sponsored by Caln Township Parks and Recreation and Hatt's True Value Hardware
Participants are required to have their lights and animation in operation between 6:00PM and 9:00PM December 18th for judging purposes.
Parks and Rec volunteers will select the best house in each of four categories: "Best Use of Lawn Ornaments," "Best Use of Lights," "Best Multimedia," "Best Use of a Small Space," and "Classic Holiday." We will also have a "Residents' Choice" Category (winner selected via vote on Facebook). Winners will receive a $25 gift card to Hatt's True Value and special award ornament.

Businesses are also encouraged to enter!
