Caln Township Recognized as Certified Sustainable Municipality

Caln Township recently completed the Sustainable Pennsylvania Community Certification Program. We have been recognized at the Silver level of certification for meeting the program's rigorous performance criteria which track 131 policies and practices that define a sustainable community. 
 
The Sustainable Pennsylvania Community Certification, managed by the Pennsylvania Municipal League in partnership with Sustainable Pittsburgh, is designed for municipalities that are working to save money, conserve resources, and serve vibrant communities. The certification is implemented statewide, recognizing boroughs, townships, cities, and home rule municipalities across the Commonwealth. 
 
In earning the Silver certification, Caln Township is acknowledged for its progress in such areas as community design and land use, energy efficiency, health and wellness, intergovernmental cooperation, recycling and waste reduction, fiscal controls, and internal management and operations. It also serves as a mechanism for sharing best practices for creating a more sustainable Pennsylvania. "Municipalities that earn the Sustainable Pennsylvania Community Certification have demonstrated a commitment to advancing sustainable best practices to foster thriving and vibrant communities where people long to live, work, and play. Commitment to continuous improvement and innovation is at the heart of sustainability and the Certification program is a means to accelerate municipal performance," said James T. VOTER REGISTRATION AND MAIL-IN BALLOT REQUEST DEADLINES HAVE NOW PASSED
Important 2020 General Election Dates/Deadlines
  • October 19th - Last day to register to vote for the 2020 General Election. Check your registration here. You can find more information and register online here.
  • October 27th - Last day to apply for a mail-in or civilian absentee ballot. Check the status of your mail-in or absentee ballot here.
  • November 3rd – Election Day (polls open 7am - 8pm)
  • November 6th - Last day for County Boards of Elections to receive mail-in and civilian absentee ballots postmarked before November 3rd (please don't wait, return your ballot to a drop box TODAY).
    • As decided by the PA Supreme Court on September 17th, 2020.
  • November 10th - Last day for County Boards of Elections to receive military and overseas ballots postmarked before November 3rd.
How to Vote In-Person
  1. Check your registration status. You must be registered by October 19th to vote in this election.
  2. Get prepared to vote. Wear a mask, bring your own pen, and bring an ID if it's your first time voting at your polling location (note: if the physical location of your polling place has changed, but your home address has not, you do not need an ID).
  3. Go to your polling location! Polls are open from 7am to 8pm. All voters in line by 8pm can vote in the election.

To vote in person if you've already applied for a mail-in ballot:
If you change your mind and want to vote in person after being approved for a mail in ballot you can bring your ballot and the envelopes to the polls with you. You will need to give your ballot and envelopes to a poll worker at your designated polling location and they will void it for you; enabling you to vote in person. The poll workers will have access to look up mail-in ballot requests, so if you forget to bring your mail-in ballot & envelopes with you so that it can be voided, you will be given a provisional ballot to complete at your polling location. This ballot will only be counted once we verify that your mail-in ballot has not been received by the Election Board.
THE DEADLINE TO REQUEST A MAIL-IN BALLOT HAS PASSED - RETURN YOUR BALLOT TO A DROP BOX ASAP (by 8PM on Election Day-Nov. 3) Ballots mailed back after this point may not arrive in time to be counted.
How to Vote By Mail
  1. Apply for a mail-in ballot online, by mail, or in-person at Chester County Voter Services.
  2. Once you are approved, Chester County Board of Elections will mail you your mail-in ballot. (You can check the status of your request here. Note that ballots are expected to be mailed out beginning the end of September)
  3. COMPLETE YOUR BALLOT, following ALL instructions! Failure to follow instructions may cause your ballot to be thrown out! Place your ballot in the secrecy envelope and then put the secrecy envelope into the official envelope. Be sure to sign the declaration, or your ballot may not count.
  4. Turn in your ballot by mail, at a secure drop box or by handing it in at your County's Board of Elections. To be sure your vote is counted, return your ballot as soon as possible (by election day is a good benchmark - the actual deadline may be later, pending court rulings).
    1. Secure Drop Box Locations will be located at Chester County libraries. They will be available beginning October 13th. The closest options to Caln are:
      1. Downingtown Library, 122 Wallace Avenue, Downingtown - Hours: M-F 9:00AM-7:00PM, Sat & Sun 10:00AM - 2:00PM
      2. Coatesville Area Public Library, 501 E Lincoln Highway, Coatesville - Hours: M-F 9:00AM-7:00PM, Sat & Sun 10:00AM - 2:00PM
    2. You may ONLY return your own ballot to a drop box, you CANNOT return a ballot for anyone else.
  5. Check the status of your mail-in ballot to ensure that it has been received and counted. You can also see when your ballot has been mailed to you (mailing should begin by the end of September).

Trick-or-Treat (Check Back for Updates)

Currently, the Township has no plans to cancel trick or treat, or to issue restrictions.  Trick-or-treat is scheduled for 6:00PM to 8:00PM on Halloween, Saturday, October 31, 2020.  Anyone actively participating will be required to adhere to existing COVID-19 public health guidelines (i.e., social distancing, mass gatherings, etc.) issued by the CDC, Governor’s Office, and State and Local Health Departments.  As we get closer to the date, it is quite possible that the aforementioned agencies could issue restrictions or limitations as we continue to adapt to the progression of the pandemic.  Any changes to the Township’s position regarding trick or treat will be conveyed through this website and social media. 
Due to the large number of annual attendees, Caln Township's Halloween Parade has, unfortunately, been cancelled for this year. 

FROM THE CDC
HalloweenMany traditional Halloween activities can be high-risk for spreading viruses. There are several safer, alternative ways to participate in Halloween. If you may have COVID-19 or you may have been exposed to someone with COVID-19, you should not participate in in-person Halloween festivities and should not give out candy to trick-or-treaters.
Lower risk activitiesThese lower risk activities can be safe alternatives:
  • Carving or decorating pumpkins with members of your household and displaying them
  • Carving or decorating pumpkins outside, at a safe distance, with neighbors or friends
  • Decorating your house, apartment, or living space
  • Doing a Halloween scavenger hunt where children are given lists of Halloween-themed things to look for while they walk outdoors from house to house admiring Halloween decorations at a distance
  • Having a virtual Halloween costume contest
  • Having a Halloween movie night with people you live with
  • Having a scavenger hunt-style trick-or-treat search with your household members in or around your home rather than going house to house

Moderate risk activities
  • Participating in one-way trick-or-treating where individually wrapped goodie bags are lined up for families to grab and go while continuing to social distance (such as at the end of a driveway or at the edge of a yard)
    • If you are preparing goodie bags, wash your hands with soap and water for at least 20 second before and after preparing the bags.
  • Having a small group, outdoor, open-air costume parade where people are distanced more than 6 feet apart
  • Attending a costume party held outdoors where protective masks are used and people can remain more than 6 feet apart
    • A costume mask (such as for Halloween) is not a substitute for a cloth mask. A costume mask should not be used unless it is made of two or more layers of breathable fabric that covers the mouth and nose and doesn’t leave gaps around the face.
    • Do not wear a costume mask over a protective cloth mask because it can be dangerous if the costume mask makes it hard to breathe. Instead, consider using a Halloween-themed cloth mask.
  • Going to an open-air, one-way, walk-through haunted forest where appropriate mask use is enforced, and people can remain more than 6 feet apart
    • If screaming will likely occur, greater distancing is advised. The greater the distance, the lower the risk of spreading a respiratory virus.
  • Visiting pumpkin patches or orchards where people use hand sanitizer before touching pumpkins or picking apples, wearing masks is encouraged or enforced, and people are able to maintain social distancing
  • Having an outdoor Halloween movie night with local family friends with people spaced at least 6 feet apart
    • If screaming will likely occur, greater distancing is advised. The greater the distance, the lower the risk of spreading a respiratory virus.
    • Lower your risk by following CDC’s recommendations on hosting gatherings or cook-outs.

Higher risk activities
Avoid these higher risk activities to help prevent the spread of the virus that causes COVID-19:
  • Participating in traditional trick-or-treating where treats are handed to children who go door to door
  • Having trunk-or-treat where treats are handed out from trunks of cars lined up in large parking lots
  • Attending crowded costume parties held indoors
  • Going to an indoor haunted house where people may be crowded together and screaming
  • Going on hayrides or tractor rides with people who are not in your household
  • Using alcohol or drugs, which can cloud judgement and increase risky behaviors
  • Traveling to a rural fall festival that is not in your community if you live in an area with community spread of COVID-19
