Each year millions of gallons of storm water improperly drain into Caln Township’s public sanitary sewer system. This contributes to high treatment costs to the Township and its residents, and overloads the sanitary sewer system. Various studies that the Township has performed in the past have shown an increase in rain storm induced flows, caused by various illegal connections, ultimately affecting the sewer rates that you pay to operate the system. In addition, it limits the capacity at the treatment facility. If the system becomes overwhelmed by heavy rains, sewage can back up and cause potential overflows into the environment.
The Authority will be using several methods to identify homes with illegal connections, which will include dye testing, portable flow meters and camera inspection. While these options are viable, initially the Authority does not want to impose on all of our residents in order to identify the violators. As a result, the Authority will offer this final Amnesty Program to those residents who have illegally connected floor drains, down spouts and sump pumps. During the amnesty period, the Authority will assist residents in indemnifying and correcting these illegal connections, without penalty.
The Amnesty Program period will last from now until May 31, 2019. During this period, property owners are asked to inspect their own plumbing, in order to identify illegal hookups and to remove any illegal connection. Owners who do not have the expertise to determine if their sump pumps, floor drains and down spouts are illegally connected should call the Township at 610-384-0600 ext. 139 for assistance. It is important that any property owner that identifies that they have an illegal connection must call 610-384-0600 x 139 to schedule an initial inspection to verify the connection, and to implement its disconnection.
Following the amnesty period, a property owner who has an illegal connection to the system will be in violation of ARTICLE II § 12.Prohibited Discharges of the Caln township Municipal Authorities SEWER USE RULES AND REGULATIONS which states “Any person who shall violate any provisions of this Article, as the same may now be or may hereafter be amended, or any order issued by any Township official pursuant to the provisions of this Article, shall upon summary conviction before an issuing authority having jurisdiction thereof, be punished by a fine of not less than $100 and not more than $1,000 for each offense plus costs and attorney fees. Each separate building, each separate dwelling unit and each separate discharge in respect to which a violation occurs shall be deemed a separate offense”. The Caln Township Municipal Authority will pursue the penalties outlined in the Sewer Use Rules and Regulation for those property owners who fail to correct the illegal connection by May 31, 2019.
