Mr. Chambers called the meeting to order at 7:00 PM
Minutes of the September 24, 2018 Meeting
Mr. Chambers called for additions or corrections to the September minutes. There were none. After discussion, Mr. Contento motioned, seconded by Mr. Disario, to adopt the September 24, 2018 minutes, as presented. Vote passed 3-0.
Public Comment
Mr. Chambers called for public comments. There were none.
Villages of Hillview
Mr Gill updated the board that the Hillview Developer has agreed to Design, Permit and Construct their new pump station to accommodate their prosed 96 EDU’s along with 100 additional offsite EDU’s. Mr Dingman also updated the board that he is working through the review process and discussed that as part of the project, there will be a new gravity line installed on a section of Moore Road which can serve those existing properties in the future.
DARA Over Capacity Discussion
Mr. Gill informed the board that the department received a letter dated September 20, 2018 from DARA which requests a written plan and reasonable timetable acceptable to DARA for correcting the Township exceeding its capacity at the DARA Facility. Mr Gill also circulated a draft response letter to address the request from DARA. After discussion, Mr. Contento motioned, seconded by Mr. Disario to make the recommendation to the Board of Commissioners to forward the draft response letter to DARA. Vote passed 3-0.
Mr Gill than informed the board that the portable flow meters that we purchased from Towamencin are scheduled to be picked up this Wednesday October 24, 2018 and once we receive them we will schedule our Meter Guy to install them.
Dogwood/Scott Drive Project Update
Mr. Gill informed the board to date we received payment for 38 Full Tapping Fees, and to date 29 connections made. Furthermore, Mr. Gill presented signed copies of the Grinder Pump Operation and Maintenance Agreement for the properties that will need signed by the Chairman. After discussion, Mr. Contento motioned, seconded by Mr. Disario to authorize the Chairman to sign the Operation and Maintenance Agreement for Grinder Pump System for 509 Acorn Street, 541 Dogwood Lane, 1214 Blackhorse Hill Road and 1325 Skyline Drive. Vote passed 3-0
Financials; Sewer Operating Fund, Act 57 Fund, and Delinquency Reports
Mr. Gill reviewed the cash basis summary and detailed accrual reports of revenue and expenditures for the Sewer Operating Fund, Municipal Authority’s Tapping Fee Account, and Capital Fund for the month of September 2018. After discussion Mr. Contento made a motion and seconded by Mr. Disario to approve the September 2018 financials, as submitted. Vote passed 3-0.
Mr. Gill reviewed and discussed the current delinquency report for the month of September, reflecting current year accounts past due, prior year’s outstanding balances sent to Portnoff Law Associates for collection, and the status of commercial in house collection.
2019 Proposed Sewer Capital Fund Budget
Mr Gill presented the proposed 2019 Sewer Capital Fund (33) and Sewer Tapping Fee Fund (29) for review and discussion. Mr Gill went over the notable potential revenue and expenditures being projected for 2019. Mr Gill said if the Board didn’t have any changes he will include it as part of the 2019 Operating and Capital budget for adoption at the December 17, 2018 meeting.
2019 Revised Sewer Operating Budget
Mr Gill presented a revised CTMA 2019 proposed budget based on DARA’s Draft Budget Proposal. Mr Gill explained that DARA stated in an email that It should be considered a worst case scenario since DARA just received the Inframark O&M budget and there will are significant negotiations needed with them in order to reach a fair agreement. Mr Gill stated that some of the cost increases are because of the extra flow the Township has been sending to DARA this year and since we have been under billed based on our projections the extra costs will be billed to us next year. Mr Gill stated that the initial projected DARA treatment costs for 2019 to be $826,135 and based on the draft that was submitted it is closer to $902,229.
Directors Report
Mr. Gill discussed his September, 2018 department report and noted a list of current projects which the Department is working on, and their progress.

There being no further business, Mr. Contento made a motion, and seconded by Mr. Disario to adjourn the October 22, 2018 meeting at 7:50 pm. Vote passed 3-0.
