Call to Order and Solute the Flag:
Commission Chairperson March called the Civil Service Commission meeting to order at 6:30 PM. The Caln Township Hybrid meeting was initiated by Administrative Assistant Tracey Laws.
 
Commission Chairperson March called for the Pledge of Allegiance to the flag.
 
The Civil Service Commission November 29, 2022 agenda was posted on the Township website, and at the Township building on November 28, 2022. Agendas were made available for the public at the meeting.
 
The November 29, 2022 Civil Service Commission meeting was published in the Daily Local News on November 17, 2022.

Approval of Current Police Applicant Eligibility List (Fall 2022)
Commission Chairperson March announced the certification of names from the list of eligible candidates (Official Eligibility List) to the hiring authority (Board of Commissioners). The application process began in October 2022.

For Civil Service Commission consideration, Chief Elias offered the Fall 2022 police applicant test results/eligibility list for Commission approval. Chief Elias noted that under the Civil Service Rules it is permissible to hire candidates prior to receiving ACT 120 Training. Chief Elias explained that we have conducted interviews, physical agility and written testing, polygraph testing and background checks. Chief Elias discussed and briefly spoke about the candidates who are currently enrolled in a Police academy and their expected graduation dates and those candidates who are eligible to begin employment and have completed ACT 120 training. A brief discussion took place explaining how the Township will sponsor those eligible candidates ACT 120 Training. The cost of the tuition will be reimbursed at 75% and 45% of their salary while attending training. We are planning to hire 5 (five) new Police Officers from the eligibility list. Commission Chairperson March offered additional information and asked if anyone had any other information to add or had any questions.
 
Commission Chairperson March entertained a motion to approve and adopt the revised 2022 Fall Testing eligibility list presented to the Civil Service Commission. The motion was moved by Member S. Dintino and seconded by Secretary Walker.
 
Vote passed 3-0
 
Executive Session was held to Discuss Legal and Personnel Matters
 
Certification of Police Applicants for Board of Commissioner Hiring Consideration
Commission Chairperson March discussed the approval of the revised eligibility list and the certification of Police applicants for the Board of Commissioners hiring consideration.
Commission Chairperson March explained that the Commission needed to certify 7 names from the eligibility list, pursuant to the Rules, in order for the Board of Commissioners to select 5 names to extend conditional offers to.
 
Commission Chairperson March entertained a motion to certify the top 7 candidates on the eligibility list. Motion moved by Member S. Dintino and seconded by Secretary Walker.
 
Vote passed 3-0
 
A list of the certified police applicants will be prepared for the Board of Commissioners hiring consideration.
 
Minutes to Approve (July 18, 2022 Meeting)
Commission Chairperson March asked if everyone had a chance to review the minutes and if there were any suggested changes. No changes were suggested.

Commission Chairperson March entertained a motion to approve the July 18, 2022 Civil Service Commission minutes. The motion moved by Member S. Dintino and seconded by Secretary Walker.

Call to Order and Solute the Flag:
Commission Chairperson March called the Civil Service Commission meeting to order at 6:30 PM. The Caln Township Hybrid meeting was initiated by Chief Joseph Elias.
 
Commission Chairperson March called for the Pledge of Allegiance to the flag.
 
The Civil Service Commission July 18, 2022, agenda was posted on the Township website, and at the Township building on July 15, 2022. Agendas were made available for the public at the meeting.
 
The July 18, 2022, Civil Service Commission meeting was published in the Daily Local News on July 16, 2022.
 
Introduction of New Member – Francine Walker
"Commission Chairperson March gave a brief introduction of the new Civil Service Commission Member and Secretary Francine Walker.
Secretary Walker introduced herself with a brief background. Members of the Commission welcomed Secretary Walker."

 
Citizens to be heard
Commission Chairperson March called for citizens to be heard.
Charles Kramer welcomed new member Secretary Walker to the Civil Service Commission and thanked her for stepping up to fulfill this important role as a new member.
 
Approval of Current Police Applicant Eligibility List (Spring 2022)
Commission Chairperson March announced the certification of names from the list of eligible candidates (Official Eligibility List) to the hiring authority (Board of Commissioners). The application process began in May 2022.
 
For Civil Service Commission consideration, Chief Elias offered the police eligibility candidate list. Commission Chairperson March explained the hiring process to the Commissioners. Chief Elias noted that under the State of Pennsylvania (PA) there are rules for certain positions within Municipal government that are subject to civil service testing. The Civil Service Commission provides this service for Caln Township, providing the testing and overseeing the process. They have conducted interviews, physical and written testing, extensive background checks and polygraph testing for this process. From that, they have compiled a list of eligible candidates for hire to the Caln Township Police Department. Chief Elias discussed and spoke briefly about the background of each eligible candidate with the Civil Service Commission for approval and offered additional information if anyone is interested.
 
Commission Chairperson March entertained a motion to accept and approve the eligible candidates. Moved by Member S. Dintino and seconded by Secretary Walker.

Certification of Police Applicants for Board of Commissioner Hiring Consideration
Commission Chairperson March discussed the adopted approval of the six (6) certified Police applicants for Board of Commissioners approval.
For every applicant the Board must certify three names. There were nine eligible applicants, three withdrew from the process, and six applicants will be certified in rank order and considered for hiring.
Commission Chairperson March entertained a motion to adopt and accept the six remaining candidates from the eligibility list certified by the Civil Service Commission on July 18, 2022. Moved by Member S. Dintino and seconded by Secretary Walker.
 
Vote passed 3-0

A list of the official police candidate eligibility list will be prepared for the Board of Commissioners.
Commission Chairperson March announced that the next Board meeting is scheduled on the last Thursday of the current month and the Board of Commissioner may be willing to schedule a special meeting to accept the Police Candidate eligibility list.
 
Commission Chairperson March discussed the adoption of Civil Service Commission Rule (3.5) to amend the wording to read every applicant prior to appointment must possess a valid motor vehicle operator’s license issued by this or any other state.
 
Section 3.5 General Qualifications (Current)

Commission Chairperson Mr. March entertained a motion to re-word the rules of the Civil Service Commission to say (every applicant prior to appointment must possess a valid motor vehicle operator’s license issued by this or any other state). Moved by Commissioner                                                                                                                                   - Dintino and seconded by Secretary Walker.
 
Vote passed 3-0
Commission Chairperson March confirmed that necessary actions will be taken to submit the change to the Board of Commissioners.
 
Commission Chairperson March called for Commission and public comments.
 
Mr. Kramer asked for confirmation of what the wording change means for applicants and the change was reviewed with Mr. Kramer.
 
Minutes to Approve (November 17, 2021, Meeting) The following changes were discussed for change:
  • Commission Chairperson March suggested changing the title to “Civil Service Commission” and list full names (first and last) of each attendee, add “temporary Secretary” next to Mr. Steve Dintino’s name.
  • The third bullet item should be changed to “Ratify the results for the promotional exam for Corporal.
  • The fifth bullet items should be changed to “Certification of Eligible Candidates”
    • The second item under the 5th bullet should be clarified (candidates to be certified 1, 3, 6, and 7).

  • Add meeting adjournment time (6:35 p.m.) to the minutes.
  • Commission Chairperson March will adopt the November 17, 2021, minutes as written but will note they do not adhere to the Roberts Rules Standards. We will move forward with the Roberts Rule Standards for the next set of minutes.
 
Commission Chairperson March entertained a motion to approve the November 17, 2021, Civil Service Commission minutes, with changes as discussed. The motion moved by Member S. Dintino and seconded by Secretary Walker.
