Attendance – Paul Mullin-President, Jane Kennedy-Vice President, Joshua Young-Commissioner, Lorraine Tindaro-Commissioner (Absent), Mark Evans-Commissioner, Kristen Denne-Township Manager/Secretary, Kevin Barron-Township Finance Director (Absent), Bryan Kulakowsky-Township Engineer (Absent), Kristin Camp-Township Solicitor (Absent), and Denise Miller-Assistant Township Secretary.
 
                              Call to Order and Pledge of Allegiance
Commissioner Evans noted a few updates added to the agenda.
 
Working Together – Commissioner Evans noted rude and dismissive behavior in a recent Committee meeting which had led to a member resigning. He also noted that this behavior is not acceptable.
 
Interviews – Commissioner Evans noted interviews were held for a Zoning Hearing Board and a Historical Commission positon. He also noted that there are more vacant positions available.
 
Sound System – Commissioner Evans noted that they will asking for new bids from Visual Teck of Kimberton and Visual Sound in Broomall, and an updated bid from Haverford Systems in Downingtown.
 
Route 30 Corridor – Commissioner Evans noted that Mr. Stackhouse provided the Board with a “heat map” of vacant properties which will be helpful in creating a plan of attack for the revitalization of Lincoln Highway. He also noted that the Lincoln Highway Committee meetings will be changed to the first Tuesday of the month. And anticipating the first draft of the vacancy law for commercial properties ready in advance of the February 27 meeting.
 
Lloyd Farm Fencing – Commissioner Evans noted that Mr. Stackhouse was informed that the fencing was taken down because they no longer thought it was needed to keep the property secure since the windows and doors are boarded.
 
Zoning Ordinance and Comprehensive Plan – Commissioner Evans noted that an RFP is ready to be distributed to prospective planners.
 
Former Commissioner Jennifer Breton – Commissioner Evans noted that Ms. Breton recently accepted employment with the Township Solicitor, Ms. Camp’s, law firm. He noted that they are waiting for a response from the Municipal Authority Solicitor, Vince Pompo regarding the legality of this. He also noted that the Township did not become aware of this until this week, and they cannot ask for a non-compete clause because she was an elected official.
 
Citizens to be Heard
Chuck Kramer of 2704 East Kings Highway asked the status of the Lloyd Farm vote. Commissioner Evans noted that this Board has not determined if they are going to vote or not vote on it. He also noted that they are not bound to vote on it, and they are waiting to hear from Regal. Ms. Denne and Commissioner Mullin noted potential March meeting with Regal.
 
Fair Districts PA Presentation
Volunteers with Fair District Pennsylvania, Kathy Dale and Patricia Rooney asked for Board consideration of a resolution supporting the concept of an independent citizen’s commission to draw our district lines for representation in both the Pennsylvania Legislature and Federal Congress.

Township Manager – Ms. Denne
Census Champion – Ms. Denne noted that Ms. Swan made a Census presentation to the township’s “Privileged Citizens” this week. She also noted that residents will be receiving post cards in the mail, and to contact the township office if you need any help with the Census.
 
Motion to Authorize the President to Sign the 2020 Initial Boundary Validation Program Form – For Board consideration, Ms. Denne offered a motion for the President to sign the 2020 Initial Boundary Validation Program Form. She noted that this document has been reviewed and approved by Township Engineer, Bryan Kulakowsky.
 
Commissioner Mullin entertained a motion to authorize the Township President to sign the 2020 Boundary Validation Program Form. Moved by Commissioner Evans and seconded by Commissioner Young. Chuck Kramer of 2704 East Kings Highway had a question on the motion. Vote passed 4-0.
 
Teamsters Contract – For Board consideration, Ms. Denne requested a motion for the President to sign the Teamsters contract upon final review.
 
Commissioner Mullin entertained a motion for the President to sign the Teamsters contract upon final review. Moved by Commissioner Evans and seconded by Commissioner Kennedy. Vote passed 4-0.
 
Ordinances and Resolutions for Consideration
Resolution 2020-07 A Resolution Appointing Voting Delegates as the Township’s Tax Collection Committee Representatives – Commissioner Mullin noted that he would like to be appointed.
 
Commissioner Mullin entertained a motion to appoint himself as the Primary, Kevin Barron as First, and Mary Ann Nagel as the Second Voting Delegate. Moved by Commissioner Evans, and seconded by Commissioner Kennedy. Vote passed 4-0.
 
Resolution 2020-08 A Resolution in Support of a Citizens Commission for Legislative and Congressional Redistricting – Commissioner Mullin entertained a motion adopting a resolution in support of a Citizens Commission for Legislative and Congressional Redistricting. Moved by Commissioner Evans and seconded by Commissioner Kennedy. Vote passed 4-0.
 
Resolution 2020-09 A Resolution Appointing Mary Ann Nagel as the Township Deputy Treasurer – Commissioner Mullin entertained a motion appointing Mary Ann Nagel as the Township Deputy Treasurer. Moved by Commissioner Young and seconded by Commissioner Evans. Passed 4-0.
 
Resolution 2020-10 A Resolution Accepting the Recommendations of the Beaver Creek Trail Feasibility Study of 2019 – Commissioner Mullin entertained a motion accepting the recommendations of the Beaver Creek Trail Feasibility Study of 2019. Moved by Commissioner Evans and seconded by Commissioner Young. Tony DiSario of 251 Loomis Avenue and Chuck Kramer of 2704 East Kings Highway had a question/comments on the motion. Vote passed 4-0.
 
Ordinance 2020-01 An Ordinance Amending Chapter 149 of the Caln Township Code, Titled “Vehicles and Traffic” Article V Title “Snow and Ice Emergencies” – Commissioner Mullin entertained a motion to adopt Ordinance 2020-01 an Ordinance amending chapter 149 of the Caln Township Code Titled “Vehicles and Traffic” Article V Title “Snow and Ice Emergencies”. Moved by Commissioner Young and seconded by Commissioner Kennedy. Vote passed 4-0.
 
Finance Department
General Checks 44495 to 44554 – Commissioner Mullin entertained a motion to approve general checks 44495 to 44554. Moved by Commissioner Young and seconded by Commissioner Kennedy. Vote passed 4-0.
 
Minutes for Approval 
January 30, 2020 Board of Commissioners Minutes – Commissioner Mullin entertained a motion to approve the January 30, 2020 Board of Commissioners minutes. Moved by Commissioner Evans and seconded by Commissioner Young. Vote passed 4-0.
 
Boards and Commissions Updates-Summary by Applicable Board Liaison
Park and Recreation – Commissioner Young noted discussion held on the June and July summer series, and other events. Potential Wildwood trip on Facebook to see if there is any interest.
 
COG – Commissioner Kennedy noted discussion on scheduling a date to have ReadyChesco.org sign ups at the township building.
 
Municipal Authority – Commissioner Mullin noted work continues on the pump station. He also noted the Municipal Authority working on leaks in the main interceptor which travels from the township to Downingtown. Cheryl Spaulding of 406 Lloyd Avenue noted the PAWC water, at the entrance of Lloyd Park, pours out 24/7 every couple of months.
 
DARA – DARA Representative, George Chambers noted discussion on the possible plant expansion. He also noted the DARA meters not being accurate.
 
Fire Board – Commissioner Mullin noted that he swore in the Thorndale Volunteer Fire Police on February 5, 2020.  
 
Historical Commission – Commissioner Evans noted an interview was held prior to tonight’s Board meeting. He also noted that they are working on a Historical Preservation Ordinance for Class 1, 2, and 3 Historical Properties. Commissioner Kennedy noted that she gave a presentation at the Iron and Steel Museum where they were featuring putting Carver Court on the National Registry.
 
Cheryl Spaulding of 406 Lloyd Avenue asked if the weeds have been removed from the Griffith Farm House. Commissioner Evans noted that it has been completed. She also commented on the Paul Stevens analysis.
 
Lincoln Highway – Commissioner Young noted the Lincoln Highway Committee meetings will be moved to the first Tuesday of the month.
 
Additional Business   
Commissioner Mullin noted that there was an Executive Session Meeting before tonight’s Board Meeting, regarding personnel matters.
 
Commissioner Evans noted that he is on the Chester County Department of Alcohol and Drug Services Advisory Board and they offered to have a town hall in Caln Township on the sigma of addiction.  Licia Evans commented on the billboard across from the former Kmart property.
 
Commissioner Mullin noted potential business appreciation luncheon by the Township. Commissioner Young noted previous quarterly business luncheons. Commissioner Evans noted two businesses that could not come to the township because it was cost prohibitive for them. Commissioner Young noted that some businesses still have national leases and as long as they do not fill their building, the lease gets paid. Licia Evans of 103 Ayerwood Avenue and Mark DeYoung commented on the luncheons.
 
Discussion was held on the trucks parking in the empty lot by the Griffin car wash. Ms. Denne noted that they have already been contacted, regarding this.
 
Commissioner Evans noted holding an hour public Resident/Board work session prior to the regular Board meetings.
 
Commissioner Kennedy noted that she has been told that the business name on the township business banners are too small.
 
Commissioner Mullin and Commissioner Evans spoke about the upcoming “Caln Pride Day” on April 25, 2020.
 
Public Comments
Patricia Rooney from Fair Districts PA asked if she could quote Commissioners statement “this levels the playing field a little”. Commissioner Mullin gave permission to use his quote.
 
Adjournment – Commissioner Mullin entertained a motion to adjourn the February 13 meeting, at 9:30 PM. Moved by Commissioner Young and seconded by Commissioner Evans. Vote passed 4-0.
