Lincoln Highway Vision Zero Study

The Delaware Valley Regional Planning Commission (DVRPC) is conducting a Regional Vision Zero safety study on Lincoln Highway, between Toth Avenue and Bondsville Road.

As part of this study, DVRPC is conducting a survey to better understand the area. People who live, travel, work, or go to school on or near Lincoln Highway are encouraged to share their feedback. DVRPC and the Transportation Management Association of Chester County are also partnering to complete in-person surveys along Lincoln Highway this spring.

Once the study is completed, the results will provide us with valuable data for developing safety improvement recommendations for the corridor and applying for future grant applications.

NOTICE IS GIVEN
that the Board of Commissioners of Caln Township will conduct a public hearing on Thursday, April 30, 2026 at 7:30 p.m., as part of the regularly scheduled public meeting of the Board at the Caln Township Municipal Building located at 253 Municipal Drive, Thorndale, Pennsylvania 19372, to consider the adoption of, and if approved, the Board of Commissioners will adopt a new comprehensive Zoning Ordinance with the following title:
 
AN ORDINANCE OF CALN TOWNSHIP, CHESTER COUNTY, PENNSYLVANIA, REPEALING CHAPTER 155 OF THE CODE, TITLED “ZONING” AND ENACTING A NEW CHAPTER 155, TITLED “ZONING” TO BE KNOWN AND CITED AS THE CALN TOWNSHIP ZONING ORDINANCE OF 2026 IN ACCORDANCE WITH THE PENNSYLVANIA MUNICIPALITIES PLANNING CODE.
 
In summary, the proposed Ordinance would replace the Caln Township Zoning Ordinance of 2005 and adopt a new Zoning Ordinance and Zoning Map. Article I includes general provisions including the title, purpose, community development objectives, severability, repealer and effective date clauses; Article II includes definitions for terms used throughout the Ordinance; Article III establishes zoning districts and adopts an official zoning map and explains how to interpret district boundaries; Article IV includes regulations for the 13 zoning districts; Article V includes natural resource protection standards for water courses, wetlands and hydric soils, steep slopes, woodland protection, woodland extraction, forestry, timber harvesting, tree harvesting and logging, carbonate geology, and floodplain regulations; Article VI includes provisions relating to the Mixed-Use Village Overlay District including uses allowed, area and bulk requirements, dimensional requirements, design standards, open space standards and master plan requirements; Article VII establishes specific use regulations for various uses permitted in the Township; Article VIII adopts supplementary regulations applicable throughout the Township; Article IX establishes off street loading and parking requirements; Article X governs signs; Article XI governs nonconformities; Article XII includes administration and enforcement provisions; Article XIII adopts noise controls.  The Zoning Ordinance also adopts appendices which include matrix charts which identify area and bulk requirements for all of the various zoning districts.
 
The complete verbatim text of the proposed Ordinance is available for public inspection and may be examined without charge or obtained for a charge not greater than the costs thereof at the Township’s administrative offices during normal business hours, 8:00 a.m. to 4:30 p.m., Monday through Friday and at the offices of the Township Solicitor, Buckley, Brion, 118 West Market Street, Suite 300, West Chester, Pennsylvania, 19382 during normal business hours Monday through Friday.  The Ordinance is on file for public inspection at the Daily Local News by calling (215) 648-1066 and the Chester County Law Library, Chester County Justice Center, Suite 2400, 201 W. Market Street, West Chester, PA 19380.

The Department of Public Works is looking for a new member to join their team! This position is full-time. Some of the responsibilities of this role include, but are not limited to: 

- Performing basic maintenance tasks for our streets and drainage systems, such as fulling potholes
- Helping maintain our public parks, trails and open spaces, ensuring that they are safe and inviting for all visitors
- Performing basic maintenance tasks related to grounds, such as cleaning litter and mowing

Join the EAC for an Invasive Species Removal Event!

The Caln Township Environmental Advisory Council is heading up to Spackman-Davis Farm to remove invasive species from the farm, and they need your help!

Join them on Saturday, April 18th at 1:00 PM to help clear out these plants before we celebrate America's 250th birthday at the 3rd Annual Spackman-Davis Farm picnic! Removing invasive species allows for more space and nutrients in the soil for native plants to grow and thrive. 

BYO work gloves and loppers (if you have them). This activity is probably best for adults or older kids.

Temporary Police Department Lobby Hours - Effective Friday, April 10th

Effective Friday, April 10th through Friday, April 24th, the Police Department will have limited lobby hours as follows:

Monday – Thursday 9:00 a.m. to 3:00 p.m.
Friday 9:00 a.m. to 2:00 p.m.

General administrative inquiries (i.e. request for copy of an accident report) outside of those hours may be directed to: [email protected]

We anticipate a return to normal business/lobby hours, 8:00 a.m. to 4:30 p.m., on Monday, April 27th.
