Call to order and Salute to the Flag
Commissioner Breton called for a moment of silence for Sergeant Sambuco.
Attendance – Jennifer Breton-President, George Chambers-Vice President, Joshua Young-Commissioner, John Contento-Commissioner, Lorraine Tindaro-Commissioner, Kristin Camp-Solicitor, Kristen Denne-Township Manager/Secretary, and Denise Miller Assistant Township Secretary.
Citizens to be Heard
Commissioner Breton called for citizens to be heard.
Steve Moore of 2104 Jacobs Mill Circle voiced his concerns and objections to the “warehouse” proposed for the location of 4060 Edges Mill Road. Ms. Camp responded by explaining that the Ordinance which is in place was enacted in 2005, which gives the property owner the right to file an application with the Board of Commissioners for a flex building by Conditional Use Approval.
Stuart Deets of 2717 Shelburne Road voiced his concerns and objections to the “warehouse” proposed for the location of 4060 Edges Mill Road. Ms. Camp responded by stating that there is no guarantee, at this time, what is going into this location.
Township Solicitor – Ms. Camp
Public Hearing and comment on Amending Chapter 120 of the Caln Township Code; Titled Property Maintenance – Ms. Camp noted tonight’s hearing was advertised on April 4, 2018 in the Daily Local News, and a copy of the ordinance was also sent to the Law Library and the Daily Local News, for public inspection. After Board discussion;
Commissioner Breton entertained a motion to adopt Ordinance 2018-05 for the 2018 addition of the International Property Maintenance Code. Moved by Commissioner Young and seconded by Commissioner Contento. Vote passed 5-0.
C.C. Sports Arena Decision-4533 West Lincoln Highway – Ms. Camp noted the Applicant “Chester County Sports Arena” is interested in offering an after school program, as part of the Sports Arena. Based on the State Law it would require them to have a Day Care or Child Care License which requires their Use and Occupancy Certificate to reference the fact that they have a Child Day Care approved through the local Zoning Ordinance.
Ms. Camp also noted no other parties participated in the hearing other than the Applicant. She distributed a Draft Decision to the Board which approves the Conditional Use which specifically approves as an accessory use to the recreation use. Ms. Camp read the conditions for the public and the Board, and offered the Conditional Use subject to the draft decision which she circulated in the Board packet. After Board discussion;
Commissioner Breton entertained a motion to accept the Conditional Use subject to the conditions within this Decision. Moved by Commissioner Chambers and seconded by Commissioner Young. Vote passed 5-0.
Antonini Decision-4060 Edges Mill Road – Ms. Camp noted the first Zoning Hearing on January 11, 2018 which was continued to January 31, 2018, and continued again to February 22, 2018. She also had two meetings with Staff to get their input, and an Executive Session with the Board of Commissioners to answer their legal questions and provide them guidance on the law, as far as Conditional Uses. Ms. Camp read the conditions for the public and the Board. Residents Mr. and Mrs. Callaghan, Mrs. Steele, Mr. Stuart, and Jeanne Mullen voiced their concerns, objections, and questions on the Decision. After Board discussion;
Commissioner Breton entertained a motion to adopt the Conditional Use Approval with the read restrictions. Moved by Commissioner Contento and seconded by Commissioner Young. Vote passed 4-1.
Stormwater Operation & Maintenance Agreement for Craig and Courtney Jeffers – For Board consideration, Ms. Camp presented a Stormwater Operation & Maintenance Agreement for Craig and Courtney Jeffers for Board approval and signature, so it can be recorded against the property so that Mr. and Mrs. Jeffers and all future owners no that they are responsible for maintaining the BMP’s that they will be installing. After Board discussion;
Commissioner Breton entertained a motion to accept the Stormwater Operation & Maintenance Agreement for Craig and Courtney Jeffers. Moved by Commissioner Young and seconded by Commissioner Contento. Vote passed 5-0.
Brandywine Foundation Property Release – For Board consideration, Ms. Camp presented a Termination of Miscellaneous Agreement request from the Brandywine Health Foundation for parcel 39-1-43 located on Fisherville Road for 5.2 acres. Commissioner Contento asked Mr. Wilson to find out if taxes are being paid on said parcel. Mr. Wilson noted he will check the records. After further Board discussion;
Commissioner Breton entertained a motion to enter the Termination of Miscellaneous Agreement. Moved by Commissioner Contento and seconded by Commissioner Chambers. Vote passed 5-0.
Township Manager – Ms. Denne
Street Sweeping – Ms. Denne noted the Township has received quotes for street sweeping, and they will be scheduling the street sweeping in the next couple of weeks.
Township Engineer – Mr. Kulakowsky
2017 Road Program Update – Mr. Kulakowsky noted the 2017 road program was not completed in the fall, due to the PennDot paving window and the work being done by the Municipal Authority at Scott Drive, Acorn Street, and the Dogwood Lane area.
2018 Road Program – For Board consideration, Mr. Kulakowsky presented Cedarville’s 2018 Road Program proposal. After Board discussion;
Commissioner Breton entertained a motion to accept Cedarville’s 2018 Road Program proposal in the amount of $50,595.00. Moved by Commissioner Chambers and seconded by Commissioner Young. Mrs. Steele had questions on the motion. Vote passed 5-0.
Ordinances and Resolutions for Consideration
Ordinance 2018-05 2018 Edition of the International Property Maintenance Code – Adopted under Township Solicitor.
Resolution 2018-12 Term Loan with Mid Penn Bank-2018 Fleet/Non Retail Ford Super Duty F-550 – Commissioner Breton entertained a motion to adopt Resolution 2018-12 Term Loan with Mid Penn Bank for a 2018 Fleet/Non Retail Ford Super Duty F-550. Moved by Commissioner Young and seconded by Commissioner Tindaro. Vote passed 5-0.
Resolution 2018-13 Term Loan with Mid Penn Bank-Ford F-550 Dump Body No. 1 – Commissioner Breton entertained a motion to adopt Resolution 2018-13 Term Loan with Mid Penn Bank for a Ford Dump Body No. 1. Moved by Commissioner Young and seconded by Commissioner Chambers. Vote passed 5-0.
Resolution 2018-14 Term Loan with Mid Penn Bank-Ford F-550 Dump Boy No. 2 – Commissioner Breton entertained a motion to adopt Resolution 2018-14 Term Loan with Mid Penn Bank for a Ford F-550 Dump Body No. 2. Moved by Commissioner Young and seconded by Commissioner Tindaro. Mr. DiSario asked if this was for the Wastewater Authority. Ms. Denne replied that it is for the Township. Vote passed 5-0.
Resolution 2018-15 Term Loan with Mid Penn Bank-2018 Ford Escape – Commissioner Breton entertained a motion to adopt Resolution 2018-15 Term Loan with Mid Penn Bank for a 2018 Ford Escape. Moved by Commissioner Young and seconded by Commissioner Chambers. Vote passed 5-0.
Resolution 2018-16 Term Loan with Mid Penn Bank-2018 Ford Police Interceptor Utility (1FM5K8AR9JGB12666) – Commissioner Breton entertained a motion to adopt Resolution 2018-16 Term Loan with Mid Penn Bank for a Ford Police Interceptor Utility. Moved by Commissioner Young and seconded by Commissioner Contento. Vote passed 5-0.

Mrs. Steele had several questions on the motion. Moved by Commissioner Young and seconded by Commissioner Chambers. Vote passed 5-0.
Minutes for Approval
March 8, 2018 and March 22, 2018 – Commissioner Breton entertained a motion to approve the March 8, 2018 and March 22, 2018 minutes. Moved by Commissioner Young and seconded by Commissioner Contento. Mr. Contento noted that the spelling of Sesquicennial needs corrected. Vote passed 5-0.

Public Comments
Commissioner Breton called for public comment.
Mr. DiSario noted concern on the candy in the easter eggs.
Mrs. Steele thanked the Board for the new stop sign which has help the speed for residents on North Barley Sheaf Road. Mrs. Steele commented on the tent off of G.O. Carlson, yard sale signs, and the clothing bins in the township. Commissioner Contento and Ms. Denne explained that the tent and clothing bins are on private property. They would have to get a complaint from the landlord on the tent, and the road crew removes the yard sale signs that are not on private property.
Commissioner Contento noted Caln Pride Day on April 28th for planting and beautification.
Adjournment – Commissioner Contento made a motion, seconded by Commissioner Young, to adjourn the April 12, 2018 meeting at 9:15 PM. Vote passed 5-0.
