Board Business Meeting Minutes
- Call to Order
Commissioner Young called the meeting to order at 7:34pm. The pledge of allegiance was recited.
Commissioners present: Josh Young – President; Mark Evans – Vice President; Adam Thomas – Commissioner (virtual); Paul Mullin – Commissioner; Jane Kennedy – Commissioner
Township Staff present: Don Vymazal – Manager; Abbey Swan – Assistant Manager; Brian Barber – Deputy Police Chief; Johnnie Huggins – Public Works Director; Ray Stackhouse – Building & Life Safety Director; Nicole Shannon – Ingleside Golf Course Director; Lisa Swan – Finance Director

The Board of Commissioners’ June 25, 2026 agenda was posted on the Township website and at the Township Building prior to the meeting. The 2026 Township meeting schedule was advertised in the Daily Local Newspaper on 12/18/2025.
Commissioner Young noted that an executive meeting was held to discuss legal matters before the workshop meeting.
Commissioner Young also congratulated Commissioner Kennedy on receiving the NAACP Juneteenth Award. - Citizens to be Heard
- Commissioner Young recognized resident Karen Cobb (32 Foundry St.) who has concerns about the traffic out in Carvers Court and cars that are parked in places that make it difficult to see oncoming traffic. There are also wires hanging down that need to be addressed.
Mr. Vymazal replied that the Township reached out to Comcast and will follow-up with them about the wires. He also replied that they will review the striping.
Commissioner Young replied that there is no prohibition of parking commercial vehicles. The Board will make sure that the Township Staff and Manager follow-up.
Ms. Cobb also mentioned the dangers for the busses and children.
Presentation: 2026-23 Commemorating Twin Towne of Calne, England Sesquicentennial Celebration Visit - Commissioner Young entertained a motion to thank our Twin Town of Calne, England for joining us this past weekend for our celebrations and for the lovely gift.

- Public Hearing: Verizon Franchise Agreement (Discussion/Action Item)
Solicitor Camp explained that these agreements get adopted through an ordinance. Advertised tonight's hearing in the daily local news on June 16th, and sent a copy of the ordinance with the agreement attached to the Daily Local and to the Chester County Law Library on June 3rd. She summarized the key provisions of the agreement.
Commissioner Young entertained a motion to approve Ordinance No. 2026-07 authorizing execution of a cable franchise agreement between the Township and Verizon Pennsylvania LLC.

Solicitor Camp summarized the history of the conditional use and preliminary plan approvals by the engineering firm, municipal authority, and planning commission. She also summarized the other conditions of the conditional use order. There were questions from the planning commission about the environmental conditions of the land. So Mr. Huxta and Mr. Gibbons who were involved with the environmental testing and remediation are available to add information.
Mr. Nagle mentioned that they also had updates on the HOP right of way.
Mr. Gibbons explained that PennDOT will want an additional 5 feet beyond their legal right of way.
Mr. Huxta gave some history of the subject property, what site characterization work was done, and what remediation work was done. He addressed the questions posed by the Planning Commission.
1. Has Act 2 relief of cleanup liability been issued by PADEP?
Issued by the state in January 2025. Huxta Environmental identified the location of released hazard substitute petroleum products and removed them.
2. What compounds were evaluated in the soil?
Heavy metals were detected and identified. He summarized the procedure followed for identifying impacted areas and testing/remediation of those areas.
3. Has there been any testing since Act 2 was completed?
Mr. Huxta replied affirmatively that there has been additional testing and the did not identify any lingering concerning areas.
Commissioner Kennedy asked how far they dig down into the soil and how many feet of soil needed to be removed.
Mr. Huxta replied that in this case it was isolated above the water table between 8-10 feet. He then explained their procedure for identifying how deep to dig. He also mentioned that they removed 8-10 feet where it was noted that soil needed to be removed.
Commissioner Evans asked about the areas where vehicles are still present if they will be evaluated.
Mr. Huxta replied that those areas were evaluated and the results were consistent.
Commissioner Thomas asked if stormwater runoff is a concern and if there was any chance that hazardous material leached into the groundwater.
Mr. Huxta explained the process of evaluating stormwater runoff and for evaluating whether the amount of hazardous material found in the soil has a chance of leaching into the groundwater. Mr. Huxta also explained that they did groundwater testing as well.
Commissioner Mullin asked if there are places in the plans where they identify where samples were taken and sites that were remediated.
Mr. Huxta replied affirmatively.
Commissioner Mullin asked what percentage of the land was evaluated?
Mr. Huxta replied in total it covered the majority of the property except the northern area where there was not any activity. (approximately 65-70%)
Commissioner Evans and Mullin noted that the northern section had buses there.
Mr. Huxta said he will review again.
Commissioner Mullin wanted to make sure the proposed playground area was remediated properly.
Mr. Huxta said he was not sure where the playground will go.
Commissioner Mullin asked if there are any areas where they shouldn’t be planting trees or other vegetation.
Mr. Huxta replied that there is no activity and use limitations.
Commissioner Mullin asked if additional time could be provided.
Commissioner Young asked what the timeline is.
Solicitor Camp replied the end of July.
Commissioner Evans asked about how this will be impacted by any VisionZero updates and if a condition could be included.
Mr. Vymazal replied that DVPRC is working on recommendations and they will be available sometime this year.
Mr. Nagle suggested there is no reason for delay.
Commissioner Mullin was concerned that they needed more time since they just got the documents.
Commissioner Evans suggested maybe showing the sites on the screen at the meeting.
Solicitor Camp asked the Board to review what she sent over.
Commissioner Young replied that after they read the study they may be able to adjust the language for the July 9 meeting. - Director Reports

Minquas staff could not attend the meeting tonight. - Fire Department
Chief called out 3 years of service recognitions. He also shared Route 30 bypass accident reports for May. He also thanked the Board for their support. - Building & Life Safety
Mr. Stackhouse summarized the construction and development projects going on in the Township. Emergency services had staff complete trainings. The fire truck is having the final pieces of equipment attached and should be finished by next week. Should be in service by end of July. He also summarized a kitchen fire the department responded to that evening. - Public Works
Mr. Huggins shared images of and summarized the work done reprofiling Fisherville Rd.
Commissioner Evans thanked the Public Works department for all their work the past week for all the events.
Commissioner Mullin commented how grateful the Township is that our Public Works Department is so talented and can do so much themselves.
Resident Jame Korkie thanked the Public Works department for maintaining the baseball fields. He also hoped that the smaller fields owned by the school district could be preserved by the Township in some way.
Commissioner Evans asked about mowing around the Lloyd Pump House.
Mr. Vymazal said they will pull the paperwork and see what can be done. - Ingleside Golf Course
Ms. Shannon summarize the revenue and attendance of the golf course last month. She also summarized the summer camp participation and drought concerns. The well testing is supposed to start in mid-July.
Commissioner Evans asked if we would be OK until then.
Ms. Shannon said it requires transferring water from one pond to another and using hoses in areas where focus is needed. - Community Enhancement
Ms. A. Swan summarized upcoming events and thanked everyone for their help with the past weekend’s event. Community Day is still looking for vendors and volunteers.
Commissioner Evans commented that the Saturday picnic event was professional and amazing. The County is also interested in Caln being the cover story for their newsletter.
Resident Mr. Korkie also commended the events last weekend. - Police Department
Deputy Chief Barber summarized service calls and speed trailer deployments. Officers continue to conduct foot and bike patrols and the enforcement of the Paul Miller law went into effect this month.
Commissioner Young asked about patrolling and enforcement in Carver Court.
Deputy Chief Barber replied that he will discuss with traffic safety unit.

Mr. Vymazal thanked everyone involved for all the great events this past weekend and also the community for their support. The public meeting had good attendance. TMACC summarized their findings focused on pedestrian and cycling safety. They received positive feedback from the public. Final report will be available in the next several weeks. DVRPC survey will continue after and be available at the end of the year. All of there recommendations can be used to apply for funding for the improvements. - Caln CCIU Updated MOU (Action Item)
Commissioner Young entertained a motion to authorize the Police Chief to sign the Caln CCIU Updated MOU.

Mr. Vymazal summarized what was discussed at the last meeting. Ms. Shannon explained how much of the golf course would be converted and that the areas are out of play.
Commissioner Young asked if it would reduce anything.
Ms. Shannon said it was 5 less acres of moving, pesticide, and irrigation use. And there is plenty more space to do this at the golf course.
Mr. Vymazal suggested looking at the Meadow Park for an example.
Commissioner Young entertained a motion to authorize the Township Manager to sign the Golf Course Meadow LOA.
