Reorganization Meeting Minutes
January 5, 2026

Caln Township Board Members: Paul Mullin-President, Joshua B. Young-Vice President, Jane Kennedy-Commissioner, Mark Evans-Commissioner, Lorraine Tindaro, and Commissioner Elect J. Adam Thomas.
Staff Members Present: Don Vymazal-Township Manager and Township Secretary, Abbey Swan-Assistant Township Manager, Lisa Swan- Finance Director and Treasurer, Ray Stackhouse-Director of Building and Life Safety, and Police Chief Elias.
Professionals Present: None.
Special Guest: None.
The Board of Commissioners’ (BOCs) January 5, 2026, agenda was posted on the Township website, and at the Township Building on January 4, 2026. Agendas were made available for the public at the meeting. The 2026 Township meeting schedule was published in the Daily Local Newspaper, on December 22, 2026.
Call to Order and Salute to the Flag – Commissioner Young called the January 5, 2026, Reorganization meeting to order then called for the Pledge of Allegiance to the flag.
1. Oath of Office – Administered by the Honorable Judge Cauley
1.1 Commissioner Elect – John “Adam” Thomas
1.2 Commissioner Elect – Jane Kennedy
1.3 Commissioner Elect – Joshua B. Young
J. Adam Thomas, Jane Kennedy, and Joshua B. Young were sworn in as Township Commissioners by Judge Cauley.
2. Nominations for Board President
Commissioner Young entertained a motion for nominations for Board President. Commissioner Evans nominated Commissioner Young as Board President. Seconded by Commissioner Mullin. Commissioner Young called for other nominations. With no other nominations, Commissioner Young called for a vote. The vote passed 5-0.
3. Nominations for Board Vice-President
Commissioner Young entertained a motion for Vice President. Commissioner Thomas nominated Commissioner Evans. Commissioner Young called for a second to the motion. Seconded by Commissioner Kennedy. Commissioner Mullin nominated Commissioner Thomas as Vice President. The nomination failed, due to no second. Commissioner Young called for other nominations. With no other nominations, Commissioner Young called for a vote for Commissioner Evans as Vice President. The vote passed 4-1.
4. Citizens to be Heard – Commissioner Young moved Citizens to be Heard to the end of the agenda.

Commissioner Young entertained a motion to appoint Township Officials, as read. Moved by Commissioner Evans and seconded by Commissioner Kennedy. The vote passed 5-0.

Commissioner Young entertained a motion to adjourn the January 5, 2026, Reorganization meeting at 7:45 PM. Moved by Commissioner Mullin seconded by Commissioner Evans. The vote passed 5-0.
