Historical Commission Meeting Minutes
October 15, 2025 @ 7pm
A hybrid meeting was held in person at the Township building.

Call to Order – Meeting was called to order at 7:02 PM

Pledge of Allegiance

Roll Call of Members:
Commission Members Present: Patty DeFroscia, Donna DiPrinzio, Mark Evans, Lorraine Tindaro, and Tom Parr.
Commission Members Excused: Leah Jennings, Jamie Evans, Cathy Callahan
Staff Members Present: Don Vymazal and Abbey Swan
Professionals Present: NA
Guests Present: Chris Parr and Brett Klukan

The Historical Commission October 15, 2025 agenda was posted on the Township website and at the township building on October 14, 2025. Agendas were made available to the public at the meeting. The 2025 Historical Commission meeting schedule was published in the Daily Local News on December 18, 2024.

Public Comment – None

Approval of 9/17/2025 Minutes
Minutes were approved 5-0​
  1. New Business:
    1. Bench, picnic tables, trash/recycling can purchase from Jahaco. Mark reported that Jahaco has sent a proposal for 6 benches (plus 1 additional donated bench), 2 picnic tables, and trash/recycling containers for the Kings Highway Park. Mark asked for a motion to recommend the purchase to the Board of Commissioners at a cost of $8,300 from the Historical Commission’s budget for the purchase of 6 6-foot benches, two picnic tables, and one dual trash/recycling container. Motioned by Tom Parr, seconded by Donna DiPrinzio. Motion passed 5-0.
    2. HPO Public Meeting – Mark proposed hosting a public meeting to present the HPO to the public. Mark asked for a motion to schedule a special meeting. Motion was moved by Tom and seconded by Donna. Motion passed 5-0.
  2. Old Business:
    1. Schoolhouse Tours – Patty reported that she and Lorraine cleaned the schoolhouse and Jamie joined as well. They had 18 visitors.
    2. PennDOT Signage Letter - Tabled
  3. SUB-COMMITTEE REPORTS:
    1. MEMBERSHIP – No change
    2. EVENTS – Mark reported on the meeting with the 250 planning sub-group. Next year’s event is scheduled for June 20th, 2025. He also suggested not hosting a holiday event at the Spackman farm this year, due to conflicting events.
    3. SPACKMAN FARM –
      1. Mason Meeting – Mark and Tom arranged a meeting with a mason and received a quote for repairing the stone walls near the farmhouse and the barn. Abbey will get additional quotes.
    4. MARKETING AND SOCIAL MEDIA –
      1. Mark reported that we advertised the final Schoolhouse tour on Facebook and that we’ll start promoting 250 with a new logo in January.
    5. HISTORICAL PRESERVATION – Addressed under New Business
    6. CALN AT RISK –
      1. No change on Mainline Health or the Lloyd Farmhouse. The Vickers-Taylor house was discussed at the 250th meeting and we’re waiting on a message from the owner about visiting to take photos. Mark noted that the Hoopes-Pyle Farm (Edges Mill Rd) has been added to the CCHPN’s watch list, since it’s on the market.
    7. OCHS LIASON REPORT –
      1. Patty reported that November 8th will be the annual OCHS banquet with a guest speaker presenting on clay pipes. December 5th, OCHS will decorate the meetinghouse and schoolhouse. December 9th is the annual Candlelight Christmas event. December 13th is the Holiday House Tour (with three houses included).
    8. FINANCE UPDATE –
      1. Donna reported a remaining balance of $12,598.13 in the annual budget. Mark asked for a motion to approve payment of the $1,200 bill from Minquas EMS for services at the picnic. Moved by Tom Parr, seconded by Donna DiPrinzio, motion passed 5-0.
  4. ADDITIONAL BUSINESS:
    1. Patty raised some issues with the Hexagonal Schoolhouse and recommended adding an additional step to the entrance. Historic property-owner Samantha Miller offered to provide a stone to use. Abbey will reach out to Curt Eldridge to see if he can help with the door and threshold. Tom offered to purchase cleaning supplies with the donations received this year.
    2. Mark invited the group to attend the CCHPN Fall Workshop on November 1st.
  5. ADJOURNMENT – Meeting was Adjourned at 7:53 PM
