The Planning Commission held their regularly scheduled meeting on Tuesday, February 17, 2026, in the Municipal Building at 253 Municipal Dr. and via Teams as a virtual meeting. A public notice was published in the Daily Local News on December 22, 2025.
The agenda was posted on the Township website and at the Township building on February 10, 2026. The meeting was called to order at 6:30 P.M. Tom Parr. Salute to the Flag.
Roll Call – In attendance were Tom Parr, Bill Schew, Jim Benko, Brett Klukan and Cheryl Spaulding. Mike Irwin was not present.
Township Staff and Consultants in attendance were Don Vymazal, Township Manager; Lowell Leaman, Arro engineer; Ross Bickhart, Gilmore & Associates; Jonathan Long, Planning Commission Solicitor; Board of Commissioners’ Liaison to the Planning Commission Mark Evans; and Elizabeth Nagy, Planning Commission Secretary.
Tom Parr made a motion to amend the agenda to add the PennDot Multimodal Transportation Fund letter for review. Moved by Bill Schew and seconded by Jim Benko. With no objections the motion carries 5-0.
Approval of January 20, 2026, meeting Minutes- Being no questions or discussion Mr. Parr entertained a motion for approval as submitted, moved by Cheryl Spaulding and seconded by Bill Schew. With no objections the motion carries 5-0.
Agenda Items - Almadanat-114 Stonebridge Ln- Subdivision – Appearing on behalf of the applicant was Chuck Dobson of Inland Design, engineer for the applicant. Chuck gave a brief overview of the project in which the applicant proposes adjusting the lot lines among three lots. The two dwellings currently there will remain with no additional development proposed. Chuck went over the waivers the applicant had requested regarding curbing and sidewalks. The request is due to the land not being developed at this time and that they would revisit it if the parcel is ever developed. The applicant is seeking a recommendation for approval to grant the waiver for sidewalk and curbing. Mr. Parr made a motion to recommend for approval to grant the waivers on the condition that they be applied to this project only and would be revisited if there is future land development. Moved by Bill Schew and seconded by Cheryl Spaulding. With no objections the motion carries 5-0. Mr. Parr made a made a motion to recommend for approval of the subdivision plan contingent upon satisfying the comments and recommendations of the Arro review letter dated 2-16-26. The motion was moved by Jim Benko and seconded by Brett Klukan. With no objections the motion carries 5-0.
Caln Township Zoning Ordinance draft – Tom Parr requested the board members to review the draft of the Zoning Ordinance and send any questions or concerns to Don Vymazal or Kristin Camp. It will be advertised for the 3-17-26 Planning Commission meeting.
2026 Meeting Dates – After a brief discussion on the different dates the commissioners selected May 13, 2026, at 6:30pm for the May meeting date due to elections on the regularly scheduled date. Per Don, if there is no conflict the Township will advertise that date.
PennDot Multimodal Transportation Fund Letter – Mr. Vymazal gave an overview of the letter of support on behalf of the Planning Commission supporting the request for county funding through the PennDot Multimodal Transportation Fund to replace the Caln Meetinghouse Road Bridge. This will supplement the DCED Fund. Tom made a motion to recommend the letter of support for funding to replace the Caln Meetinghouse Road Bridge, moved by Cheryl Spaulding and seconded by Bill Schew. With no objections the motion carries 5-0.
