He mentioned that while there had been some concern regarding the forever chemicals the recent testing brought good news. Additionally, the East Caln Fire Marshall accepted the fire protection proposal to just install sprinklers in the occupied portions of the DRWPCC. I/I Reduction Program
Mr. Gill updated the Board on the 2026 Grouting Project. Mr. Gill informed the Board that on July 20, 2026, Sewer Specialty Co. Inc began work on the project. The contractor should be finishing this week, and the contractor is recommending that we install a manhole to manhole cured-in-place liner in 7 runs. Mr. Gill added that once all the TV reports come in, we are going to look to see if there is a need to install the manhole to manhole cured-in place in the 7 runs this year or we just include it in the next year’s project when we do the east side of Wedgewood.
Mr. Gill reported that since the project is running under budget, he recommends moving forward with also finishing up a small portion of the East Side of Wedgewood with the current contractor while they are already on-site and wrap up all cleaning, televising, testing and joint grouting in the Wedgewood neighborhood this year.
Mr. Gill presented to the Board payment request #1 from Sewer Specialty Co Inc. in the amount of $87,004.13. After discussion, Mr. Mullin made a motion, seconded by Mr. DiSario, to recommend to the Board of Commissioners to authorize release payment, contingent that all work is completed to the satisfaction of the authority engineer and the contractor provides the certified payrolls for the work period associated with the application for payment. The amount requested was $291,210, which would have covered 85% of the overall project costs for the engineering, legal, additional consulting and construction of a new Low-Pressure Sewer Extension. The proposed project will help provide public sewer to 14 existing homes that weren’t included as part of the Phase 1 portion and once completed, the project will provide a reliable new public wastewater collection system for the remaining part of the neighborhood in need of the utility. Mr. Gill stated that the CTMA was awarded $105,000 of the $291,210 that was initially requested for Phase 2 portion of the project. Mr. Gill mentioned that as discussed at the March 2026 CTMA meeting is that one option would be to apply for an LSA grant in the fall of this year for the difference. Mr. Gill then mentioned that Ross informed him that he received notice that the LSA grant was announced and it opens September 1 and closes November 30. Mr. Gill then presented a Preliminary Probable Cost Estimate in the amount of $342,600 for the project and then stated that the Board received a grant in the amount of $105,000 through the Small Water and Sewer Grant Program and if the Board had no objection the department would like to work with Pennoni in pursuing a grant in the amount of $237,600 through the LSA Grant program for the balance.
